State Guidelines for Greenhouse Gas Emissions from Existing Electric Utility Generating Units

In this advanced notice of proposed rulemaking (ANPRM), the EPA is considering proposing emission guidelines to limit greenhouse gas ( GHG ) emissions from existing electric utility generating units (EGUs) and is soliciting information on the proper respective roles of the state and federal governments in that process, as well as information on systems of emission reduction that are applicable at or to an existing EGU, information on compliance measures, and information on state planning requirements under the Clean Air Act (CAA) . This ANPRM does not propose any regulatory requirements.

Amendement to rules regarding the Phase 2 Greenhouse Gas and Tractor-Trailer Regulations (CALIFORNIA)

This proposed rule would amend the National List of Allowed and Prohibited Substances (National List) provisions of the U.S. Department of Agriculture's (USDA's) organic regulations to implement recommendations submitted to the Secretary of Agriculture (Secretary) by the National Organic Standards Board (NOSB) . This rule proposes to change the use restrictions for seventeen substances allowed for organic production or handling on the National List. This rule also proposes to add sixteen new substances on the National List to be allowed in organic production or handling. In addition, this proposed rule would list the botanical pesticide, rotenone, as a prohibited substance in organic crop production. Finally, this proposed rule would remove ivermectin as an allowed parasiticide for use in organic livestock production.

Standards and Testing of Motor Fuel. (UTAH)

Establishes the standards relating to motor fuel. This rule adopts the 2017 version of the NIST Handbook 130 which establishes the uniform engine fuels and automotive lubricant regulations. This rule eliminates unnecessary permitting requirements that have previously been required. It specifies specific areas where the state is not going to adopt the national standard and instead have state specific standards. This rule proposes a standard color code be adopted by gasoline stations. It clarifies that the state will adopt the ASTM specification D4814-17 for automotive spark-ignition engine fuel.

2019 Building Energy Efficiency Standards (CALIFORNIA)

Amends rules to propose new requirements for installation of solar photovoltaic s for newly constructed low-rise residential buildings, update current ventilation and Indoor Air Quality (IAQ) requirements, including references to ASHRAE 62.1 and 62.2, and extend Title 24 Part 6 to apply to healthcare facilities.

Revisions to Testing Regulations for Air Emission Sources.

This action proposes corrections and updates to regulations for source testing of emissions. The proposed rule includes corrections to testing provisions that contain inaccuracies, updates to outdated procedures, and approved alternative procedures that provide testers enhanced flexibility. The revisions will improve the quality of data but will not impose new substantive requirements on source owners or operators.

EPA is proposing to amend the significant new use rule (SNUR) under section 5(a)(2) of the Toxic Substances Control Act (TSCA) for Oxazolidine, 3,3'-methylenebis[5-methyl-, which was the subject of a premanufacture notice (PMN) and a significant new use notice (SNUN) . This action would amend the SNUR to allow certain new uses reported in the SNUN without requiring additional SNUNs and make the lack of certain worker protections a new use. EPA is proposing this amendment based on review of new and existing data as described for the chemical substance. A SNUR requires persons who intend to manufacture (including import) or process this chemical substance for an activity that is designated as a significant new use by this proposed rule to notify EPA at least 90 days before commencing that activity. The required notification initiates EPA's evaluation of the intended use within the applicable review period. Manufacture and processing for the significant new use would be unable to commence until EPA conducted a review of the notice, made an appropriate determination on the notice, and took such actions as are required with that determination.

Storage Tank Regulations (COLORADO)

This rulemaking concerns corrections for previously adopted codes and standards cited in 7 CCR 1101-14 by reference and implementing compliance incentives.

Prohibitions on Use of Certain Hydrofluorocarbons in Stationary Refrigeration and Foam End-Uses (CALIFORNIA)

Establishes rules to establish specific prohibitions on the use of high global warming potential refrigerants in new and retrofit stationary refrigeration equipment and certain HFCs used as blowing agents in foam end uses. Provides record keeping requirement that would require the production of these documents if the California Air Resources Board (CARB) requests them. Provides for a disclosure requirement on the invoice produced by the manufacturer for these end uses.

Portable Electric Spas and Battery Charger Systems (CALIFORNIA)

Modifies existing appliance efficiency regulations for portable electric spas. Updates the performance standard, the test procedure, and adds a labeling requirement.
