Hong Kong, China will introduce a voluntary water efficiency labelling scheme on water closets. Manufacturers, importers or other related parties in the water closet business can apply for registration of their water closets under the scheme. Water closets complying with the performance requirements will be registered under the scheme and will be rated to different water efficiency grades according to their water consumption level. Registered water closets will be allowed to affix water efficiency labels of specified format to them showing their water efficiency grades and water consumption level.

The notified decree specifies the implementation methods and contents of radiometric monitoring certificates and lists the semi-finished metal products, which are subject to monitoring. Specifically, in addition to updating the identification codes of product categories relating to the list of semi-finished metal products in line with changes at international level, pursuant to Annex I to Legislative Decree No 100/2011, it specifies the contents of the radiometric monitoring certificate issued by qualified experts to the entities required to conduct the radiometric monitoring in question.

It also lays down several provisions regarding the mutual recognition of certificates from radiometric tests conducted on scrap metal or other metal by-products and on semi-finished metal products imported from third countries, carried out at the place of origin of the loads as part of customs procedures.

The draft technical regulation that will be included in the 2018 European legislation introduces:

- a ban on the production and marketing on national territory of cotton buds made of plastic or of any non- biodegradable and non-compostable material, pursuant to Standard UNI EN 13432 (Article 180, paragraph 1h of Legislative Decree No 152 of 2006);

- a ban on the marketing of exfoliating rinse-off cosmetic products or detergents containing microplastics. This ban will apply from 1 January 2020 (Article 180, paragraph 1i of Legislative Decree No 152 of 2006) .

The regulations in question are adopted and certain amendments made to Article 180 of Legislative Decree No 152 of 3 April 2006 on the prevention of waste production. New articles are also added, namely Article 261-ter ‘Infringement of the ban on the marketing of cotton buds made of plastic or of other non- biodegradable and non-compostable materials’ and Article 261-quater ‘Infringement of the ban on the marketing of cosmetics containing microplastics
