On the 2nd page, under Procedures 7(d), the Macao Economic Bureau is the sole administrative organ to issue import licenses relating to the animals and plants listed in CITES (including their readily recognizable parts and derivatives) and medicines containing or claiming to contain tiger or rhino ingredients.

The non-automatic licensing (prior permit) regime is used by the Mexican Government to regulate trade in specific products, to protect consumers, public health and the environment, and to regulate trade in products in accordance with the provisions of the international treaties and agreements to which Mexico is a party.

Licenses for the transboundary movement of waste (import, export and transit) are issued in accordance with the Law on waste management (OG MNE, No. 64/11, 39/16) and Basel Convention on the Control of Transboundary movements of hazardous waste and their disposal (OG FRY-International agreements, No. 2/99) . The import of hazardous waste is forbidden. The import of non-hazardous waste to remove and use as fuel or other means to generate energy is forbidden as well.

Permits for import of species and their products and derivates are issued in accordance with the Law on nature protection (OG MNE, No. 054/16) and the CITES Convention. By means of succession, on 3 June 2007, Montenegro ratified the CITES Convention. Montenegro operates under Articles 1 to 25 of the CITES Convention and it is in compliance with the CITES provisions.

Permits for free movement of hazardous chemicals and adding the biocide into a temporary list of biocide are issued in accordance with the Law on chemicals (OG MNE, No. 51/17) and the Law on biocidal products ("OG MNE", No. 54/16) .

Permits for importing ionizing radiation generators, for radioactive sources for spare parts for devices that produce ionizing radiation are issued in accordance with the Law on ionizing radiation protection and radiation safety (OG MNE, No. 56/09, 58/09) .

Permits for import/export of ozone depleted substances and alternative substances are issued in accordance with the Law on air protection (OG MNE, No. 25/10, 40/11, 43/15) and the Decree on ozone depleted substances and alternative substances (OG MNE, No. 5/11) . Also, on 23 October 2006 Montenegro ratified by means of succession the Vienna Convention on ozone layer protection, the Montreal Protocol on ozone depleted substances and the Amendments to the Montreal Protocol. One of the obligations under the Montreal protocol was to establish import/export licences to control consumption of ozone depleted substances. Montenegro operated under Article 5 of Montreal protocol and it is in compliance with the provisions of the Protocol.

5. Endangered Species Act 1989 - Under the Convention on International Trade in Endangered Species (CITES), documentation is required for the import, export, re-export and introduction from the sea of species listed in its Appendices. The nature of permitting various depending on: the Appendix in which the species is listed; the age of the specimen; and the nature of the specimen (e.g. personal effects, scientific samples, etc.). All parts and derivatives of species are included. Permits are obtained by the CITES Management Authority in each country.
