Regulations Amending the Transportation of Dangerous Goods Regulations: This amendment has several objectives. The first is to harmonize the Transportation of Dangerous Goods Regulations with international regulatory requirements by updating the TDGR to incorporate changes introduced in the 19th edition of the UN Recommendations, the International Maritime Dangerous Goods Code (IMDG Code) 2014 and the 2015-2016 International Civil Aviation Organization (ICAO) Technical Instructions with respect to safety marks, classification information, shipping names, special provisions and marine pollutants.

The second objective is to introduce ambulatory references (also known as dynamic references) for the international codes incorporated in the TDGR.

Another objective of this proposal is to reduce regulatory barriers to cross-border trade with the United States by formally recognizing aspects of the United States regulatory regime and by increasing reciprocity of regulatory requirements for pressure receptacles and approvals between Canada and the United States by aligning national standards and regulations.

Regulations Amending the Heavy-duty Vehicle and Engine Greenhouse Gas Emission Regulations and Other Regulations Made Under the Canadian Environmental Protection Act, 1999: Emissions of greenhouse gases (GHGs) are contributing to a global warming trend that is associated with long-term climate change. In 2014, on-road heavy-duty vehicles were the source of about 8% of total GHG emissions in Canada. The annual amount of GHGs emitted by these vehicles in Canada doubled between 1990 and 2014, from 28 to 56 megatonnes (Mt) of carbon dioxide equivalent (CO2e)per year. In 2013, Canada began regulating GHG emissions from the on-road heavy-duty vehicle sector; however, without additional action, annual GHG emissions from freight transport, the majority of which come from heavy-duty vehicles, are projected to continue to increase and surpass annual GHG emissions from passenger transport by 2030.

According to the proposed amendment of the Ordinance on the Prevention and Disposal of Waste, elemental mercury and mercury compounds no longer used in processes or gained from the treatment of waste shall be considered as mercury waste from 1 January 2021. Mercury waste shall be permanently disposed of in an environmental sound manner.

According to the proposed amendment of the ORRChem, any person wishing to import elemental mercury or mercury compounds or export elemental mercury needs an authorisation from the Federal Office for the Environment (FOEN). An export authorisation will be granted if elemental mercury is used for research purposes

Since 2012, the CO2 act and ordinance stipulate that CO2 emissions of new passenger cars be reduced to 130 g/km, covering the entire new fleet by 2015. On September 30th 2016, the Swiss parliament adopted a partial revision of the CO2 act aiming at reducing further the emissions of new cars to 95 g/km and introducing a target for light commercial vehicles of 147 g/km by 2020
