To relieve "energy-intensive businesses" (Art. 17 of Council Directive 2003/96/EC), which are more burdened by the energy taxes than others, by implementing an upper limit of the tax burden (in relation to their net production value). From the 1st January 2011, only businesses whose activity consists in the production of goods may apply for reimbursement of energy taxes.
