Portable Electric Spas and Battery Charger Systems (CALIFORNIA)

Modifies existing appliance efficiency regulations for portable electric spas. Updates the performance standard, the test procedure, and adds a labeling requirement.

The Consumer Product Safety Commission (CPSC or Commission) is issuing a direct final rule to correct its animal testing regulations under the Federal Hazardous Substances Act (FHSA) . The rule reinserts text that was inadvertently omitted and corrects references.

The Environmental Protection Agency (EPA) is taking direct final action to grant the Vermont Department of Environmental Conservation (VT DEC) the authority to implement and enforce, with respect to area sources only, the Vermont Perchloroethylene Dry Clean ing Rule in place of the National Emissions Standards for Hazardous Air Pollutants for Perchloroethylene Dry Cleaning Facilities (Dry Clean ing NESHAP)

National Organic Program: USDA Organic Regulations.

This document announces the renewal of 17 substances on the National List of Allowed and Prohibited Substances (National List) within the U.S. Department of Agriculture's (USDA) organic regulations. This document reflects the outcome of the 2018 sunset review process and addresses the recommendations submitted to the Secretary of Agriculture (Secretary), through the USDA's Agricultural Marketing Service (AMS), by the National Organic Standards Board (NOSB) .

The Ohio Environmental Protection Agency, Division of Air Pollution Control (DAPC) has proposed amended rules in Ohio Administrative Code (OAC) chapter 3745-112, "Consumer Products Rules Program" to the Joint Committee on Agency Rule Review (JCARR) . The rules in this chapter establish limits on the quantity of volatile organic compounds (VOCs) that may be contained in consumer products, such as paint, clean ing products and beauty products, that are sold, supplied, offered for sale or manufactured for sale in the state of Ohio.

The State of California's Environmental Protection Agency & Air Resources Board amend rules to maintain the ozone air quality benefits and the benefits claimed in the State Implementation Plan that the VOC limit would achieve; provides compliance flexibility to manufacturers that would enable them to continue to offer effective products to consumers; achieves these objectives without significantly impacting compliance costs or increasing the cost of MPL products on the market.

The Environmental Protection Agency (EPA) is proposing to revise the regulatory definition of volatile organic compounds (VOC) under the Clean Air Act (CAA) . This action proposes to add cis- 1,1,1,4,4,4-hexafluorobut-2-ene (also known as HFO-1336mzz-Z; CAS number 692-49-9) to the list of compounds excluded from the regulatory definition of VOC on the basis that this compound makes a negligible contribution to tropospheric ozone (O3) formation.

This proposed rule would amend the National List of Allowed and Prohibited Substances (National List) section of the United States Department of Agriculture's (USDA's) organic regulations to implement recommendations submitted to the Secretary of Agriculture (Secretary) by the National Organic Standards Board (NOSB) . This rule proposes to: Add elemental sulfur to the National List for use in organic livestock production; and, reclassify potassium acid tartrate from a non- agricultural substance to an agricultural substance and require the organic form of the ingredient when commercially available.

National Bioengineered Food Disclosure Standard.

The Agricultural Marketing Service (AMS) is proposing a new rule that would require food manufacturers and other entities that label foods for retail sale to disclose information about BE food and BE food ingredient content. The proposed rule is intended to provide a mandatory uniform national standard for disclosure of information to consumers about the BE status of foods. AMS seeks comments on the proposed rule. This proposed rule also announces AMS' intent to request approval by the Office of Management and Budget (OMB) of new information collection and recordkeeping requirements to implement the proposed BE food disclosure standard.

Rules on Reasonably Available Control Technology (RACT) Requirements for Stationary Sources that Emit Nitrogen Oxides (NEW HAMPSHIRE)

Amends rule relating to the emission standards and requirements for NOx RACT for specified boilers, combustion turbines, internal combustion engines, asphalt plant dryers, incinerators, wallboard dryers, calcining mills, calciners, gypsum rock dryers, emergency generators, load shaving units, and miscellaneous sources.
