5.2 Chainsaws - Department of Environment and Natural Resources: DENR Administrative Order No. 2003-24 (DAO 2003-24) provides for the basic policy, scope and general provisions of the regulations that include the persons authorized to import chainsaws, the documents required to import chainsaws, as well as the issuing authority for the chainsaw import permit.
Environment related objective
To regulate the purchase, ownership, possession, sale, transfer, importation and/use of chainsaws to prevent them from being used in illegal loggings or unauthorized clearing of forests.

5.2 Chainsaws - Department of Environment and Natural Resources: DENR Administrative Order No. 2003-24 (DAO 2003-24) provides for the basic policy, scope and general provisions of the regulations that include the persons authorized to import chainsaws, the documents required to import chainsaws, as well as the issuing authority for the chainsaw import permit.
A permit is required to purchase or import chainsaws in the Philippines; applies to products coming from all countries.

5.3 Recyclable materials containing hazardous substances - Department of Environment and Natural Resources:Importation clearance is required for the importation of recyclable materials containing hazardous substances to prevent the entry, and/or transit, as well as keeping for storage and disposal of hazardous waste into the country to protect the environment. This is also to support the recycling industry in the Philippines. The importation clearance is issued to registered importer in the DENR through its Environmental Management Bureau (EMB).
Environment related objective
To prevent the entry, and/or transit, as well as keeping for storage and disposal of hazardous waste into the country to protect the environment. To implement the provision of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal.

5.3 Recyclable materials containing hazardous substances - Department of Environment and Natural Resources:Importation clearance is required for the importation of recyclable materials containing hazardous substances to prevent the entry, and/or transit, as well as keeping for storage and disposal of hazardous waste into the country to protect the environment. This is also to support the recycling industry in the Philippines. The importation clearance is issued to registered importer in the DENR through its Environmental Management Bureau (EMB).
Permits are required for scrap metals, solid plastic materials (waste parings and scrap of plastics, polymerized or co-polymerized, resins of condensation products), electronic assemblies and scrap, used oil, fly ash. Applies to recyclable materials containing hazardous substances

5.4.1 Chemicals and chemical substances imported and classified under the Chemical Control Order (CCO) - Department of Environment and Natural Resources: Chemicals and chemical substances that are classified under the Chemical Control Order (CCO) must secure CCO Registration prior to the application of the CCO Importation Clearance prior to the release of shipment by the Bureau of Customs (BOC).

5.4.1 Chemicals and chemical substances imported and classified under the Chemical Control Order (CCO) - Department of Environment and Natural Resources: Chemicals and chemical substances that are classified under the Chemical Control Order (CCO) must secure CCO Registration prior to the application of the CCO Importation Clearance prior to the release of shipment by the Bureau of Customs (BOC).
Chemicals and chemical substances imported and classified under the CCO: Mercury, mercury compounds and mercury-added products – to phase out mercury-added products based on schedule; Arsenic and arsenic compounds; Cyanide and cyanide compounds; Asbestos; Lead and lead compounds; Ozone Depleting Substances (ODS) - to phase out in compliance to Montreal Protocol on Substances that Deplete the Ozone Layer (Most of the ODS are already phased out/banned to import except for HCFCs and HCFC blends).

10.3.1 Certificate of Authority to Import (CAI) - Fair Trade Enforcement Bureau: importation of used motor vehicles into the Philippines is prohibited, except those expressly enumerated therein. Those exempted from the prohibition may be imported subject to prior import clearance from the Department of Trade and Industry’s Fair Trade Enforcement Bureau (DTI-FTEB).
Environment related objective
For public safety and protection, protection of the Philippine environment; to promote and protect the environment including its air sheds against pollution from mobile sources, among others; to regulate used motor vehicles and completely knocked down (CKD) parts and components for truck rebuilding to be compliant with Euro 4 emission standards.

10.3.1 Certificate of Authority to Import (CAI) - Fair Trade Enforcement Bureau: importation of used motor vehicles into the Philippines is prohibited, except those expressly enumerated therein. Those exempted from the prohibition may be imported subject to prior import clearance from the Department of Trade and Industry’s Fair Trade Enforcement Bureau (DTI-FTEB).
Used motor vehicles, used engines, parts and components as well as for the importation of government agencies of any goods/commodities.

1.2 Fertilizers (growing media and compost): (...) - There is only one import licensing system in Seychelles, which applies to restricted items. An importer intending to import fertilizers is required to apply for an import licence from the National Biosecurity Agency. (...) - Imports of fertilizers which include both organic and chemical require an import licence from the Department of Agriculture. In the case of organic fertilizers, they need to be verified so that they do not contain foreign organisms which could potentially have a negative impact on the plant and human life, for example bacteria spores like anthrax. Whereas, chemical fertilizers need to be verified so that the level of phosphates and nitrate compounds are not excessive which could potentially damage the environment, as these compounds have been proven to encourage the growth of algae and other evasive plants such as water lettuces, as a result of leeching.
Environment related objective
This measure is in line with Article XX of the GATT 1994 to protect human life and to protect the environment.
