• The notified regulation revokes the previous regulations, and covers the requirement for importation, procedures for requesting approval for Country of Origin and business unit; procedures for importation.
• In order to import the said products, the eligible applicants shall have Import Approval issued by Minister of Trade after the applicant obtaining Import Recommendation from Minister of Agriculture. The import recommendation is an integral part of the Import Approval. • The importation of Carcass, Meat, Edible Offal, and/or Its Processed Products shall meet the administration requirements; and technical requirements on animal health and veterinary public health. Administration Requirements: • Request Letter; • Business Identification Number (NIB) that applies as the Importer Identification Number (API); • Deed of establishment and the latest change; • Company Registration Certificate or Business Permit in the field of livestock/animal husbandry and animal health; • Importers Veterinary Control Number (NKV) in accordance with statutory regulations; • Letter of statement sufficiently stamped regarding cold storage possession that have had NKV and refrigerated transportation accompanied by evidence / supporting documents, except for processed meat importation ready for distribution which does not need refrigerated facility as informed on product label; • Halal certificate for required products and issued by halal certification agencies recognized by Indonesian halal authority; • Recommendation from provincial service; • Have a competent veterinarian in the field of Veterinary Public Health, proven by an appointment letter or employment contract from the head of the company; • Sufficiently stamped statement stated that submitted documents are valid; and • Does not have any legal issue related to Recommendation. Technical Requirements on Animal Health and Veterinary Public Health • Technical requirements encompass type of carcass, meat, edible offal, and/or its processed products; storage period until products arrive in the territory of the Republic of Indonesia; requirements on country of origin and business unit; and requirements on packaging, labelling, and transportation. • Minister of Agriculture c.q. DG of Livestock and Animal Health will issue approval for country of origin and business unit based on the status of infectious animal diseases and the results of risk analysis. Risk of analysis will be comprised of desk review, on site review and evaluation. For greater certainty, the regulation sets specific timeframe for the process. For instance, desk review is carried out for a maximum of 6 (six) months. Procedures for the Issuance of Import Recommendation • The applicant should submit the application electronically to Director General of Livestock and Animal Health through the Centre for Plant Variety Protection and Agricultural Licensing (PPVTPP) website at any working days. The Head of PPVTPP will answer whether to accept or to reject the applicant request in 1 (one) day after conducting documents verification related to completeness and correctness of administration requirements. • The rejected request will be electronically notified to applicants. • The approved request will be forwarded to Director General for technical review. • The technical review will be conducted for maximum 3 (three) working days. The result of the review will be electronically notified. If the result stated that the application does not meet the requirements, the rejection will be electronically notified to applicants. If the result stated that the application meets the requirements, the Minister of Agriculture will issue the Recommendation through Indonesia National Single Window (INSW) Portal. Conditions for the Import Recommendation • The import recommendation shall be used to apply the Import Approval in 3 (three) months since its issuance, otherwise it will be invalid. • The import recommendation is only valid for one time import approval application. • The recommendation validity is 6 (six) months since its publication. • In cases where an outbreak of animal diseases occurred in country of origin, the issued recommendations are declared null and void. The Amendment of Import Recommendation Any amendment of Import Recommendation can be made in accordance with this regulation. |
