In accordance with these objectives and in order to cater for the primary needs of entrepreneurs and business people in Mexico, a model was introduced based on three performance pillars: corporate governance, business management and energy efficiency.
A new training concept was introduced called "SME Day 2018", which consisted of eight hour practical workshops. On the basis of their experience and the needs of business people and entrepreneurs, the Network of Consultants developed their own content and shared it in accordance with a method established by DDEAT. By the end of 2018, there were 18 SME days covering topics such as "Sales for SMEs", "Digital marketing", "Legal solutions for SMEs", "The success of your business: a family matter", "How to get a bank loan", "Creativity and innovation", "Business simulator", "Leadership and business productivity", "Efficient energy use in SMEs" and "Establishing an innovative and sustainable tourism-related business".

In 2017, a pilot project was launched under the corporate governance pillar with a view to implementing corporate governance for 15 Mexican family businesses and establishing a "family protocol" in cooperation with the Development Bank of Latin America (CAF) and the Foundation for Sustainable Development in Mexico (FUNDES). In 2017, nine businesses secured a protocol, and, in 2018, six completed the project.

The aim of the Guarantee Programme is for businesses to have access to bank credit through the financial system. A further objective is for the financial system, in particular commercial banks, to provide loans to businesses that are not normally regarded as eligible because they do not satisfy one or more of the requirements laid down for the lending products on offer. The guarantee is intended to facilitate access to finance for the greatest number of businesses and to encourage participation by financial intermediaries in projects that, although viable and capable of generating returns, are perceived to be higher risk.
The Programme also provides for extending the benefits of the institutional guarantee to businesses in areas and regions affected by natural disasters or other major incidents.

The recipients of the guarantees are banking and non-banking financial intermediaries. Although financial intermediaries are the recipients, they constitute the means of channelling the support to micro, small, medium-sized and large enterprises and natural persons engaged in business activities in the industrial, commercial and services sectors, and eligible public or private entities within the legal framework of NAFINSA.

The Ministry of Economy compensates 75% of documented expenses but not more than 300.000 MKD for each business entity for items 1.1.1; 1.1.2; 1.1.3; 1.1.4; 1.1.5; 1.1.6; 1.1.7 and 1.1.8.; and 75% of documented expenses for organizing specialized trainings – in-depth and detailed technological trainings for the processing industry for item 2.

The Strategy has aimed to the development of wind farms since the study of the potential of renewable sources in the territory of Montenegro had showed significant wind potential, in addition to the hydro potentials and potentials of solar energy and biomass.

Pursuant to the legal possibilities provided for in the Law on Energy and after fulfilling all prescribed conditions the companies: "Hidroenergija Montenegro" d.o.o. Berane, "Kronor" d.o.o. Podgorica, "Synergy" d.o.o. Podgorica, "Hydro Bistrica" d.o.o. Podgorica, "Igma Energy" d.o.o. Andrijevica and "Krnovo Green Energy" have gained the status of a privileged producer for 12 years. In accordance with the status of a privileged producer they have been entitled to use the aid.
After acquiring the status of a privileged producer, the companies have signed the Electricity Purchase Agreement with the Montenegrin Electricity Market Operator, guarantying purchase at a defined price for 12 years.
