The U.S. Department of Energy ("DOE") proposes to amend the test procedures for clothes dryers to provide additional direction in response to questions from manufacturers and test laboratories. DOE also proposes amendments to specify rounding requirements for all reported values; apply consistent use of nomenclature and correct typographical errors; and remove obsolete sections of the test procedures, including appendix D. (...) DOE also welcomes comment on changes to the test procedure to ensure that the test procedure measures the energy use of the clothes dryer during a representative average use cycle or period of use, and is not unduly burdensome to conduct.

Under section 211 of the Clean Air Act, the Environmental Protection Agency (EPA) is required to set renewable fuel percentage standards every year. This action proposes the annual percentage standards for cellulosic biofuel, biomass-based diesel, advanced biofuel, and total renewable fuel that apply to gasoline and diesel transportation fuel produced or imported in the year 2020. Relying on statutory waiver authority that is available when the projected cellulosic biofuel production volume is less than the applicable volume specified in the statute, EPA is proposing volume requirements for cellulosic biofuel, advanced biofuel, and total renewable fuel that are below the statutory volume targets. We are also proposing the applicable volume of biomass-based diesel for 2021. (...)

EPA is proposing a rule to address certain persistent, bioaccumulative, and toxic chemicals identified pursuant to section 6(h) of the Toxic Substances Control Act (TSCA). (...) This proposed rule would restrict or prohibit manufacture (including import), processing, and distribution in commerce for many uses of four of these five chemical substances. EPA has evaluated the uses of hexachlorobutadiene and is proposing no regulatory action. For the other four, this proposal includes recordkeeping requirements. Additional downstream notification requirements are proposed for phenol, isopropylated phosphate.

EPA is proposing significant new use rules (SNURs) under the Toxic Substances Control Act (TSCA) for 31 chemical substances, 30 of which were the subject of premanufacture notices (PMNs) and 1 (a microorganism) that was the subject of a Microbial Commercial Activity Notice (MCAN). 17 of these chemical substances are subject to Orders issued by EPA pursuant to the TSCA. This action would require persons who intend to manufacture (defined by statute to include import) or process any of these 31 chemical substances for an activity that is proposed as a significant new use to notify EPA at least 90 days before commencing that activity. The required notification initiates EPA's evaluation of the use, under the conditions of use for that chemical substance, within the applicable review period. Persons may not commence manufacture or processing for the significant new use until EPA has conducted a review of the notice, made an appropriate determination on the notice, and has taken such actions as are required by that determination.

determination.

This action would require persons to notify EPA at least 90 days before commencing manufacture (defined by statute to include import) or processing of any of these 17 chemical substances for an activity that is designated as a significant new use by this proposed rule. This action would further require that persons not
commence manufacture or processing for the significant new use until they have submitted
a Significant New Use Notice, and EPA has conducted a review of the notice, made an
appropriate determination on the notice under TSCA 5(a)(3), and has taken any risk
management actions as are required as a result of that determination.

This rulemaking responds to numerous petitions for rulemaking submitted by the regulated community that request PHMSA address a variety of provisions, including but not limited to those addressing packaging, hazardous
communication, and incorporation by reference documents. PHMSA proposes amendments
to the Hazardous Materials Regulations to update, clarify, improve the safety of, or provide
relief from various regulatory requirements. The proposed amendments include adopting a
phase-out schedule for certain railroad tank cars used to transport materials poisonous by
inhalation, allowing the continued use of certain portable and mobile refrigerator systems
commonly used in the produce industry, incorporating an industry standard that can help
to enhance the production of oil and gas wells, and incorporating an updated consensus
standard which applies to the existing market for fireworks; as well as additional proposed
amendments derived from PHMSA's petition for rulemaking process.

The Environmental Protection Agency (EPA) is proposing to amend the national marine diesel engine program to provide relief provisions to address concerns associated with finding and installing certified Tier 4 marine diesel engines in certain high-speed commercial vessels. The proposed relief is in the form of additional lead time for qualifying engines and vessels. EPA is also making a technical correction to the diesel fuel regulations to allow fuel manufacturers and distributors to make distillate diesel fuel that complies with the global sulfur standard that applies internationally instead of the fuel standards that otherwise apply to distillate diesel fuel in the United States.

Notice of proposed determination and request for comment: The Energy Policy and Conservation Act of 1975, as amended (EPCA), directs DOE to
initiate a rulemaking for general service lamps (GSLs) that, among other requirements,
determines whether standards in effect for general service incandescent lamps (GSILs, a
subset of GSLs) should be amended. In this notice of proposed determination (NOPD),
DOE has initially determined that energy conservation standards for GSILs do not need
to be amended and asks for comment on this proposed determination and associated
analyses and results.
