1. To make agro-pesticides comply with GHS and consistent with international hazard labelling, a business support IT system is to be devised to assist agro-pesticide businesses in label application. The IT system produces label samples and allows specification of products information, including hazard pictograms and hazard statements. The IT system also provides Agro-pesticide business with a better procedure in application of label use or modification.
2. To avoid non-compliant labelling, such as correcting information by using stickers or by affixing both new and original labels on the package, the amendment adds new requirements on label modification applications. The original label must be replaced within a time limit after a label modification application is made (Article 3 was amended).
3. The amendment makes changes to the information items required on a label of formulated agro-pesticides. Mode of action classification codes and product barcodes are required. Also to comply with GHS, the warning labels and the notices to user are replaced with the GHS hazard pictograms, precautionary pictograms, signal words, and hazard statement. The amendment further aims to implement the user's manual policy. Each retail unit of agro-pesticide must be accompanied with a user's manual (Article 5 was amended).
4. The amendment makes change to the information items required on a label of technical grade agro-pesticides. The warning labels and the notices to user are replaced with the GHS hazard pictograms, precautionary pictograms, signal words, and hazard statement (Article 6 was amended).
5. To ensure visibility of agro-pesticide labels, the amendment adds new requirements on the labelling by the businesses. The information given from such labelling texts or images must not overlap with the information which is legally required on an agro-pesticide label (Article 7 was amended).
6. To comply with GHS and to categorize agro-pesticides by their properties, the amendment adds new requirements on technical grade agro-pesticides and formulated agro-pesticides. Hazard pictograms, signal words, and hazard statements must comply with the national standard, CNS 15030. The warning label is replaced with hazard pictograms; the notices to user are replaced with precautionary pictograms. Also, the amendment adds an Attachment of Honey Bee Acute Toxicity Classification, so that the control over agro-pesticide's effect to non-target organism will be further strengthened (Article 12 was amended).

The Organic Agriculture Promotion Act was promulgated on 30 May 2018 and will enter into effect on 30 May 2019. In accordance with Paragraph 1 of Article 14 of the Act, the "Mandatory and Prohibitory Items in the Contracts between Certification Bodies and Agricultural Product Operators" was drafted to ensure consistency of management The proposed text took into account current experiences of implementing production and certification of organic agricultural products as well as practices adopted in developed countries. The Organic Agriculture Promotion Act was promulgated on 30 May 2018 and will enter into effect on 30 May 2019. In accordance with Paragraph 5 of Article 11 of the Act, the "Regulations Governing the Approval and Management of Accreditation Bodies for Organic Agricultural Products" was drafted to stipulate provisions for the approval and supervision of accreditation bodies, information to be listed in the approval document, etc. The proposed text took into account current experiences of implementing production and certification of organic agricultural products as well as practices adopted in developed countries. With a view to supporting the implementation of the Organic Agriculture Promotion Act, the Agriculture and Food Agency is proposing a draft specifying the documents to be retained by certification bodies that operate certification of organic agricultural products. Such documents include quality manual, certification operation procedures, application records, qualifications of personnel, internal audit reports, subcontracting records, etc. The retention period is 6 years in principle and the documents may be retained in hard copies or electronic format.

In accordance with Paragraph 3 of Article 12 and Paragraph 1 of Article 15 of the Organic Agriculture Promotion Act, the Agriculture and Food Agency is proposing "Certification Standard for Organic Agricultural Products and In-conversion Agricultural Products and Allowable Substances in their Production, Processing, Packaging, Distribution, and Sale."

In accordance with Paragraph 3, Article 12 of the Organic Agriculture Promotion Act, the Agriculture and Food Agency is proposing the "Categories and Items of Organic Agricultural Products and In-conversion Agricultural Products" that are covered by certification activities.

With a view to protecting marine environment from plastic microbeads influence, the Environmental Protection Administration intends to propose amendments to the restrictions on the manufacture, import and sale of personal care and cosmetics products containing particles by extending the scope to cover personal care and cosmetic products containing non-natural polymers, such as solid synthetic waxes. The proposed amendments was drawn up by referring to Sweden's restrictive regulations on plastic microbeads in personal care and cosmetics products. Two transition periods will be provided for the businesses to comply with the new requirements.

With a view to enforcing the management of energy efficiency, the Bureau of Energy is proposing energy efficiency rating labelling requirements for water chilling packages using the vapor compression cycle. The minimum energy performance standards remain the same as those published in 2005. Test methods of the proposed requirements would be based on related CNS standards.

Self-ballasted LED lamps have been subject to mandatory inspection under the Commodity Inspection Act by the Bureau of Standards Metrology and Inspection (BSMI) since 1 July 2014.

The BSMI intends to revise the Description of Goods of the commodities and adopt the latest version of the inspection standards, CNS 15630 and CNS 14115, which were promulgated on 12 July 2019 and 14 September 2016 respectively.

The conformity assessment procedures remain the same, i.e. Registration of Product Certification (RPC) or Type Approval Batch Inspection (TABI) .

The amendment proposed by the Bureau of Energy is to harmonize with the international community on the adoption of car-related test procedures (energy efficiency), small volume manufacturer and labeling of energy efficiency.
