It employs a graded approach, in which such material is categorized according to factors such as its half-life, physical and chemical form, degree of dilution, radiation level, quantity, attractiveness, accessibility and use as a weapon.

Criteria are established for categorizing fissile and other radioactive material so that nuclear security measures required during the transport of such material can be applied.
