5.1 Wood materials - Department of Environment and Natural Resources: DENR Administrative Order No. 1999-46 (DAO 1999-46) provides for the basic policy, scope and general provision of the regulations that include the persons authorized to import wood materials, the documents required as well as the issuing authorities for the import authority. This policy is issued in order to provide a mechanism to effectively monitor the importation of wood materials (...) - DENR to be the primary government agency responsible for the conservation, management, development and proper use of the country’s environment and natural resources, specifically forest and grazing lands, mineral resources, including those in reservation and watershed areas, and lands of the public domain, as well as the licensing and regulation of all natural resources as may be provided for by law in order to ensure equitable sharing of benefits derived therefrom for the welfare of the present and future generations of Filipinos.

This is also to support the recycling industry in the Philippines. The importation clearance is issued to registered importer in the DENR through its Environmental Management Bureau (EMB).

For Hazardous substances - Environment Protection and Management Act; Environmental Protection and Management Regulations. There is no restriction on the countries from which Singapore imports the hazardous substances and hazardous wastes except for obligations under the Multilateral Environmental Agreements to which Singapore is a Party: Trade ban with non-Parties to the Montreal Protocol and relevant amendments on ozone depleting substances listed in the Annexes of the Protocol; Prior Informed Consent for importation of chemicals listed in Annex III under the Rotterdam Convention; Prohibition and restriction of chemicals (including products containing the chemicals) listed respectively in Annex A and B under the Stockholm Convention; Prohibition of mercury containing products listed in Annex A of the Minamata Convention. |

For Hazardous Waste: Hazardous Waste (Control of Export, Import and Transit) Act Hazardous Waste (Control of Export, Import and Transit) Regulations. Basel Convention states that the import of Hazardous Waste can only be applied to countries that are signatories to the Convention. Parties may, however, enter into bilateral or multilateral agreements on hazardous waste management with other parties or with non-parties, provided that such agreements are no less environmentally sound than the Basel Convention. |
