3.3 Endangered and protected species of flora and fauna: Permits for import of species and their products and derivates are issued in accordance with the Law on nature protection (OG MNE, No.054/16) and the CITES Convention. By means of succession, on 3 June 2007, Montenegro ratified the CITES Convention. Montenegro operates under Articles 1 to 25 of the CITES Convention and it is in compliance with the CITES provisions.
Environment related objective
To control the quantity of [endangered and protected species of wild flora and fauna] imports because it is related to the protection of the environment and fulfilling the obligation in accordance with the international agreements: CITES Convention.
Measure description Coverage of the measure
3.3 Endangered and protected species of flora and fauna: Permits for import of species and their products and derivates are issued in accordance with the Law on nature protection (OG MNE, No.054/16) and the CITES Convention. By means of succession, on 3 June 2007, Montenegro ratified the CITES Convention. Montenegro operates under Articles 1 to 25 of the CITES Convention and it is in compliance with the CITES provisions.
Endangered and protected species of wild flora and fauna their products and derivates; Endangered and protected species of wild flora and fauna their products and derivates in accordance with the CITES convention and protected plant, animal and fungus species; The system applies to goods originating and coming from all countries. Import is forbidden for countries that are not parties to the CITES Convention.

Presently, a Hydrochlorofluorocarbons (HCFC) Phase out Management Plan (HPMP) has been developed/approved in 2011 and importation of HCFC refrigerants is being controlled. A quota system based on a baseline figure (the average amount of HCFC refrigerants imported in 2009 and 2010), has been set up/implemented, since 2013. In 2015, as required under the Montreal Protocol and as provided in the HPMP, a 10% reduction was applied to the baseline import and a quota system worked out accordingly (2019).
