9.1 National Office for the Control of the Rational Use of Electricity (ONURE)- Technical authorization to import electrical end-use equipment. Electrical end-use equipment not imported for marketing purposes must meet the voltage requirements for the installations in which it is to be used. Where the equipment is to be used at exhibitions and fairs or in field trials, the authority in charge will grant technical authorization for three months. Where the equipment is to be marketed, the authority in charge will grant technical authorization for two years, provided that the equipment is registered by the authority responsible and the technical acceptance is valid.

For the importation of heritage property, property the composition of which includes any of the species protected under the CITES Convention, property of outstanding significance, or property of uncertain origin, the matter is put to the consideration of the CITES authority of the Ministry of Science, Technology and the Environment (CITMA), the Chair of the National Cultural Heritage Council, and the relevant bodies of the Ministry of the Interior. |

In the context of the Vienna Convention for the Protection of the Ozone Layer and the Montreal Protocol on the substances that deplete the ozone layer, the European Commission issues ODS licences based on applications submitted via the ODS Licensing System. Imports (as well as exports) of controlled substances, referred to hereby as ozone depleting substances (ODS) and products and equipment containing or relying on ODS are prohibited. However, there are exemptions to this prohibition.

These import measures are applied for health, environmental protection reasons (...) or for fulfilment of HKSAR's international obligations. Ozone depleting substances import licences are issued by the Trade and Industry Department under delegation from the Environmental Protection Department. The imports of ozone depleting substances are banned unless such imports are allowed under the Montreal Protocol on Substances that Deplete the Ozone Layer. All other ozone depleting substances (except for essential or critical uses) are fully banned, only the importation of hydrochlorofluorocarbons (HCFCs) for local consumption is subject to quantitative restriction and import licences.
