Significant New Use Rules on Certain Chemical Substances (21-1.B).
Proposed rule- EPA is proposing significant new use rules (SNURs) under the Toxic Substances Control Act (TSCA) for chemical substances which are the subject of premanufacture notices (PMNs) . This action would require persons to notify EPA at least 90 days before commencing manufacture (defined by statute to include import) or processing of any of these chemical substances for an activity that is designated as a significant new use by this proposed rule. This action would further require that persons not commence manufacture or processing for the significant new use until they have submitted a Significant New Use Notice (SNUN), and EPA has conducted a review of the notice, made an appropriate determination on the notice, and has taken any risk management actions as are required as a result of that determination. |

Proposed rule - EPA is proposing to amend significant new use rules (SNURs) issued under the Toxic Substances Control Act (TSCA) for certain chemical substances, which were the subject of a premanufacture notice (PMN) and a significant new use notice (SNUN) . EPA is proposing these amendments following review of SNUNs for the chemical substances and based on review of new and existing data. Specifically, this action proposes to amend the SNURs to allow certain new uses reported in the SNUNs without additional notification requirements and modify the significant new use notification requirements based on the actions and determinations for the SNUN submissions. |

Proposed rule; request for comments - The Mine Safety and Health Administration (MSHA) proposes to revise its regulations that sets out the testing, evaluation, and approval requirements for electric motor-driven mine equipment and accessories intended for use in gassy mines. Under this proposal, MSHA will accept voluntary consensus standards (VCS) that are suitable for gassy mining environments and that provide protection against fire or explosion dangers, to replace approval requirements in its regulations. This proposal is intended to promote the use of innovative and advanced technologies that lead to improvements in mine safety and health and to improve the efficiency and effectiveness of MSHA's approval process. |

Energy Conservation Program: Energy Conservation Standards for Direct Heating Equipment.
Notification of proposed determination and request for comment - The Energy Policy and Conservation Act, as amended (EPCA), prescribes energy conservation standards for various consumer products, including direct heating equipment (DHE) . EPCA also requires the U.S. Department of Energy (DOE) to periodically determine whether more- stringent, amended standards would be technologically feasible and economically justified, and would result in significant energy saving s. After carefully considering the available market and technical information for these products, DOE has tentatively concluded in this document that more-stringent standards for DHE would not save a significant amount of energy . Further, depending on the product class, more-stringent standards for DHE would not be technologically feasible or economically justified. As such, DOE has tentatively determined that amended energy conservation standards are not needed. DOE requests comment on this proposed determination, as well as the associated analyses and results. |
