The notified text lays down the following provisions: • The termination of the registration at the national level of pure chlorpyrifos and chlorpyrifos compounds containing any other molecule, and the ban on their importation. • The establishment of a period of one year from the entry into force of the Resolution during which any remaining stocks of the chlorpyrifos molecule may be exported, marketed and used in the country. • The establishments and natural or legal persons that possess stocks of the chlorpyrifos pesticide must declare them to the CNRCST within 15 working days following the entry into force of the Resolution. • The CNRCST, in coordination with the Ministry of Health (MINSA), Ministry of the Environment and Natural Resources (MARENA) and Institute for Agricultural and Livestock Protection and Health (IPSA) Monitoring System, will be responsible for ensuring compliance with the measures laid down in the Resolution. • The repeal of Resolution No. 006-20 I S, issued by the CNRCST and published in Official Journal No. 76 of 27 April 2015. |

Proposed amendments to the National Environmental Standards for Air Quality: particulate matter and mercury emissions - consultation document.
The current burner standards do not equitably target all household particulate matter emissions. They only apply to domestic woodburners used for space heating. Emissions from other uses of household burners and other types of fuel that contribute to particulate matter pollution are not controlled.We propose lowering the emissions standard for domestic burners to 1.0g/kg (from 1.5g/kg), and extending these regulations to include discharges from all types of domestic, solid-fuel burners newly installed in a building on properties less than two hectares in size. This would include wood, coal, multi-fuel and pellet burners, and would cover burners used for space heating, cooking, water heating and open fires. |

Proposed changes to the current regulatory requirements to: 1. Provide for the prohibition of use and production of two persistent organic pollutants (POPs) newly listed in Annex of the Stockholm Convention on Persistent Organic Pollutants to meet obligations under the Stockholm Convention. The listing decisions are SC-9/11 and SC-9/12. The two POPs are: SC-9/11: Dicofol CAS No: 115-32-2 and CAS No: 10606-46-9 SC-9/12: Perfluorooctanoic acid (PFOA), its salts and PFOA-related compounds (...) The proposal is that New Zealand would make use of one of the short-term exemptions available under the Decision-9/12 which would enable short term continued us of PFOA, its salts and PFOA-related compounds in Fire-fighting foam for liquid fuel vapour suppression and liquid fuel fires (Class B fires) in installed systems, including both mobile and fixed systems, in accordance with paragraph 2 of part X of this Annex. 2. Provide for the continued use of manufactured articles containing PFOA, its salts and PFOA related compounds that are already in use in New Zealand. |

The New Zealand Government is proposing new legislation enabling the development of mandatory national standards for organic products. The Organic Products Bill 2020 (the Bill), provides a framework for regulating organic products. The Bill would: 1. Require all organic businesses who make organic claims to be approved by meeting all the requirements in the relevant standards set forth in regulations; 2. Allow for the development of regulations and national organic standards detailing production and compliance requirements for certain products. 3. Allow for requirements to be set for third parties who will check organic businesses and take part in ongoing compliance. |

In October 2019 New Zealand notified ( G/TBT/N/NZL/92 ) the EPA's proposal to update the current hazard classification system for hazardous substances to Revision 7 (2017) of the United Nations Globally Harmonized System of Classification and Labelling of Chemicals (GHS 7) . This would be achieved by issuing a new Hazard Classification Notice and would also require several other EPA notices to be amended, including those which set requirements for labelling, safety data sheets, and packaging of chemical substances. |

This proposal includes seeking feedback on phasing out (by 2025) problematic single-use plastic items where alternatives are viable and available. Items included in this proposal are single-use plastic: straws, cotton buds, drink stirrers, tableware (plates, trays, bowls) and cutlery, produce bags, plastic cups and lids (excluding disposable coffee cups), and non-compostable fruit stickers. The list is based on a range of considerations including environmental harm, availability of alternatives, and international precedent. The proposed phase-out would apply to any person or entity (technically, any natural person or legal person) selling, manufacturing or distributing these items. The final regulations may apply to either sale or manufacture of the prescribed plastics, or both. |
