- A person or business organization, under the Act on the Promotion of Saving and Recycling of Resources, engaged in the recycling business that intends to install recycling equipment.
- A person who intends to be engaged in R&D activities related to resource saving and recycling under the Act on the Promotion of Saving and Recycling of Resources.
- A person who intends to install equipment required for the commercialization of a developed recycling technology.
- A person, under the Act on the Promotion of Saving and Recycling of Resources, engaged in recycling, repairing and sales of second-hand electric appliances, furniture, etc.
- A person, under the Act on the Promotion of Saving and Recycling of Resources, engaged in recycled products sales handling a volume of general manufactures no more than 30 per cent in monetary units and a person engaged in the repair and sales of second-hand electric appliances, furniture, etc.
