The Minister of Environment shall designate and notify the phase-in substances subject to registration every three years after deliberation of the Chemical Substance Evaluation Committee, given their domestically-distributed amount and information on hazards and risks. Prior to the designation and notification, information like names of candidate substances is announced, and three years of grace period for registration are given to manufacturers and importers to give them enough time to prepare the registration. This Mexican Official Standard applies to gas transport systems located in Mexican national territory, from their point(s) of origin to their destination point(s) . It also applies to the transportation of gas from coal deposits to delivery and/or consumption points. For the purposes of this Mexican Official Standard, the term "transport" also covers transport for specific purposes within the meaning of the Law on Hydrocarbons and the regulations governing activities referred to in the third section of this Law.
