1) Legal persons or residents registered in Fujian Province (hereinafter referred to as "buyers") who sell, within the policy period, old appliances to waste collecting bid winners, and buy new appliances in bid winning enterprises, provided that the sellers of the old appliances are the buyers of the new ones; 2) waste collecting bid winners who, within the policy period, buy old appliances and sell them to bid winners designated to receive and dismantle the appliances; 3) enterprises designated within the policy period that have received and dismantled old appliances.
