Energy Conservation Program: Energy Conservation Standards for Walk-In Cooler and Freezer Refrigeration Systems (71 pages, in English)

The Energy Policy and Conservation Act of 1975 ("EPCA"), as amended, prescribes energy conservation standards for various consumer products and certain commercial and industrial equipment, including walk-in coolers and freezers. EPCA also requires the U.S. Department of Energy ("DOE") to periodically determine whether more-stringent, amended standards would be technologically feasible and economically justified, and would save a significant amount of energy . DOE proposes prescribing energy conservation standards for certain categories of walk-in cooler and freezer refrigeration systems and plans to hold a public meeting to receive comment on these proposed standards along with their accompanying analyses.

Energy Conservation Program: Test Procedure for Dedicated-Purpose Pool Pumps (76 pages, in English)

The U.S. Department of Energy (DOE) proposes to establish new definitions, a new test procedure for dedicated-purpose pool pumps, new sampling and rating requirements, and new enforcement provisions for such equipment. Specifically, DOE proposes a test procedure for measuring the weighted energy factor (WEF) for certain varieties of dedicated-purpose pool pumps. The proposed test method incorporates by reference certain sections of the industry test standard Hydraulic Institute (HI) 40.6-2014, "Methods for Rotodynamic Pump Efficiency Testing."

The California Air Resources Board (CARB) has notified EPA that it has adopted amendments to its off-highway recreational vehicles (ORVR) regulation that establish new evaporative emission standards and associated test procedures for 2018 and subsequent model year OHRVs (OHRV Evaporative Emission Amendments) . By letter dated 26 February 2016, CARB asked that EPA authorize these amendments pursuant to section 209(e) of the Clean Air Act. This notice announces that EPA has tentatively scheduled a public hearing to consider California's authorization request and that EPA is now accepting written comment on the request.

Amends rules to add requirements for computers and computer monitors, clarify that signage displays are subject to the previously adopted television standards, and add an exemption to the battery charger systems standards clarifying that battery charger systems that are contained completely within a larger product and that provide power for data storage or for continuity for volatile cache or memory systems, help maintain system memory, and are not capable of powering full operation when AC mains power is removed are not required to comply with the regulations.
