The existing Energy Conservation ( Energy Labelling and Minimum Performance Standards) Regulations will be amended to raise the minimum energy efficiency standards for air-conditioners.

From 1 September 2016, all registrable air-conditioners as listed in Section 4 above, to be supplied or for sale in Singapore must meet the raised minimum energy efficiency standards.
Environment related objective
For the purposes of environmental protection and conservation. Air-conditioners which are not energy efficient consume more energy to operate and lead to higher emissions of greenhouse gases.

NEA is proposing for the following fuel quality parameters for petrol and diesel, to be legislated through their inclusion in the Environmental Protection and Management Act (EPMA) .

To protect the environment and human health, which the listed fuel quality parameters have a negative impact on. Current fuel quality control in Singapore is limited to sulphur and lead only. New regulations on the composition of petrol and diesel will help to further reduce pollutants in vehicular tailpipe emissions

Environment related objective
For the purposes of water conservation as part of an overall effort to strengthen the sustainability of Singapore's water resources. Taps and mixers accounts for a large part of water usage, especially in households. The new requirement would help moderate water use in this area and also benefit consumers in terms of cost saving s from the use of more efficient taps/mixers.

Singapore's Mandatory Water Efficiency Labelling Scheme (MWELS) for clothes washing machines intended for household use was introduced in 2011. Under the Scheme, all clothes washing machines intended for household use must be registered and labelled to provide information on their water efficiency level before they can be sold or supplied in Singapore. In October 2015, the minimum water efficiency standard for washing machines was raised to 2-tick rating as part of Singapore's effort in water conservation.

The proposed introduction of a new 4-tick water efficiency rating for washing machine is part of Singapore's effort in water conservation.

Objective: To protect and enhance the environment by minimising the end-of-life environmental impact of batteries at the end of their useful life.

Rationale: Singapore signed the Minamata Convention on 10 October 2013 to demonstrate the country's commitment to safeguard the environment. The Minamata Convention on Mercury (Convention) is a global, legally binding instrument that seeks "to protect the human health and the environment from anthropogenic emissions and releases of mercury and mercury compounds."

MEPS helps to prevent consumers from becoming locked into high energy consumption and costs over the lifespan of the appliance.
Environment related objective
For the purposes of environmental protection and energy conservation.

Rationale: The refrigerator is one of the most energy -intensive appliances in homes, accounting for about 18% of the total household electricity consumption. The revised MEPS will reduce energy consumption and result in lower emissions of greenhouse gases. Consumers also reap life cycle cost saving s due to the reduction in energy use over the lifespan of the appliance.

It applies to the following products that carry or should carry a descriptive label relating to organic production methods.

A product is considered to carry information concerning organic production methods when the label or property claims, including advertising material and commercial documents, describe the product or its ingredients using the terms " organic ", " biological " or " ecological " or other similar internationally recognised vocabulary, including abbreviated forms, which suggest to the buyer that the product or its ingredients have been obtained via organic production methods in the country in which they have been put on the market.

The notified Regulation establishes the provisions and procedures governing the production, registration, certification, processing, labelling, storage, transport and marketing of organic agricultural products. It applies to the following products that carry or should carry a descriptive label relating to organic production methods.

A product is considered to carry information concerning organic production methods when the label or property claims, including advertising material and commercial documents, describe the product or its ingredients using the terms " organic ", " biological " or " ecological " or other similar internationally recognised vocabulary, including abbreviated forms, which suggest to the buyer that the product or its ingredients have been obtained via organic production methods in the country in which they have been put on the market.
