Draft Commission Implementing Regulation concerning the non-renewal of approval of the active substance linuron, in accordance with Regulation (EC) No 1107/2009 of the European Parliament and of the Council concerning the placing of plant protection products on the market, and amending the Annex to Implementing Regulation (EU) No 540/2011

In order for an active substance to be approved in accordance with Regulation (EC) No 1107/2009 (concerning the placing of plant protection products on the market), it must be demonstrated that the substance is not harmful to human health, animal health or the environment. Criteria are listed in Article 4 of the Regulation (and also detailed in Annex II) which must be met to enable approval.

Draft Commission Regulation amending Annex XVII to Regulation (EC) No 1907/2006 of the European Parliament and of the Council concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) as regards perfluorooctanoic acid (PFOA), its salts and PFOA-related substances.
Environment related objective
To address the risks to human health and the environment from the manufacture, placing on the market and use of PFOA, its salts and PFOA-related substances which may degrade to PFOA. The restriction proposal is based on the PBT (persistent, bioaccumulative and toxic substance) properties of PFOA. No relevant quantitative environmental risk assessment can as such be conducted for PBT substances (REACH Guidance R.11.1 page 10, version 2.0, 2014), so the overall intention is to minimise emissions. Any environmental exposure has the potential to give rise to risks (including indirect risks to the general public because of potential long-term effects on the food chain)

Draft Commission Implementing Regulation indicating design, construction and performance requirements and testing standards for marine equipment

The draft Implementing Regulation replaces the technical annex of Directive 96/98/EC on marine equipment, which has been repealed by Directive 2014/90/EU and adapts it to changes in the relevant international instruments.

The purpose of this draft Implementing Regulation and of Directive 2014/90/EU is to enhance safety at sea and the prevention of marine pollution through the uniform application of the relevant international instruments adopted under the auspices of the International Maritime Organization (IMO) which lay down specific requirements concerning the construction, performance and/or testing of equipment to be placed on board ships and to ensure the free movement of such equipment within the EU.

The draft Implementing Regulation replaces the technical annex of Directive 96/98/EC on marine equipment, which has been repealed by Directive 2014/90/EU and adapts it to changes in the relevant international instruments.
