Draft Commission Implementing Regulation concerning the non-renewal of approval of the active substance isoproturon, in accordance with Regulation (EC) No 1107/2009 of the European Parliament and of the Council concerning the placing of plant protection products on the market, and amending Implementing Regulation (EU) No 540/2011

This draft Commission Implementing Regulation provides that the approval of the active substance isoproturon is not renewed in accordance with Regulation (EC) No 1107/2009.

In order for an active substance to be approved in accordance with Regulation (EC) No 1107/2009 (concerning the placing of plant protection products on the market), it must be demonstrated that the substance is not harmful to human health, animal health or the environment.

Draft Commission Implementing Regulation amending Regulation (EC) No 889/2008 laying down detailed rules for the implementation of Council Regulation (EC) No 834/2007 on organic production and labelling of organic products with regard to organic production, labelling and control.

The following points of Article 1 shall apply from the date indicated for them:
a) point (1) shall apply from [12 months after the date of entry into force of this Regulation]
b) points (2) and (3) (Article 25e on the use of non- organic aquaculture juveniles and Article 25o(1) on the maximum percentage of seed from non- organic bivalve shellfish hatcheries) shall apply retroactively from 1 January 2016*

Verification tolerances in product-specific implementing measures under the Ecodesign Directive (2009/125/EC) are provided for the use of national market surveillance authorities verifying compliance, to account for the inevitable differences in the measurement equipment across Europe. However, some manufacturers apply the tolerances to the values they measure, in order to declare non-compliant appliances as compliant, or to declare better performance.

Draft Commission Delegated Regulation amending Delegated Regulations

Verification tolerances in product-specific delegated acts under the Energy Labelling Directive (2010/30/EU) are provided for the use of national market surveillance authorities verifying compliance, to account for the inevitable differences in the measurement equipment across Europe. However, some manufacturers apply the tolerances to the values they measure, in order to declare higher energy efficiency classes, or to declare better performance. To tackle the problem and clarify the intended use of verification tolerances, a draft horizontal measure amending the existing energy labelling delegated acts is proposed.

Draft Commission Regulation amending Regulation (EC) No 1272/2008 of the European Parliament and of the Council on classification, labelling and packaging of substances and mixtures by adding an Annex on harmonised information relating to emergency health response

The purpose of this draft proposal for an amendment of Regulation (EC) 1272/2008 on classification, labelling and packaging of substances and mixtures (the CLP Regulation) is to insert a new Annexon harmonised information to be provided to national appointed bodies relating to emergency health response (Art. 45 CLP Regulation) .

Objective and rationale, including the nature of urgent problems where applicable: Protection of human health and the environment , ensuring the proper functioning of the EU internal market.

This draft Commission Implementing Regulation provides that the approval of the active substance triasulfuron is not renewed in accordance with Regulation (EC) No 1107/2009.

In order for an active substance to be approved in accordance with Regulation (EC) No 1107/2009 (concerning the placing of plant protection products on the market), it must be demonstrated that the substance is not harmful to human health, animal health or the environment.
