The Minister of Environment shall designate and notify the phase-in substances subject to registration every three years after deliberation of the Chemical Substance Evaluation Committee, given their domestically-distributed amount and information on hazards and risks. Prior to the designation and notification, information like names of candidate substances is announced, and three years of grace period for registration are given to manufacturers and importers to give them enough time to prepare the registration.
