Facilities that are:
• Directly owned and controlled by the applicant;
• A production or processing facility that consumes a minimum of 50,000 megawatt hours (MWh) of electricity per year;
• Classified as being within one of the following North American Industry Classification System (NAICS) 2002 industry sectors: (21) Mining and Oil and Gas Extraction or (31-33) Manufacturing (exception Sawmills and Wood Preservation);
• Located in Northern Ontario; and
• Market participants purchasing electricity from the Independent Electricity System Operator (IESO) or from a local distribution company.
