Outline of the systems:
Agreement No. 3954 on Administrative Control, adopted by the Executive Committee of the Council of Ministers on 26 March 2001, confers duties and powers on the National Institute of Hydraulic Resources (INRH) that include the planning, regulation and control of hydraulic resources and the operation, technical oversight and maintenance of hydraulic works and installations.
Agreement No. 5 of 9 July 2005 of the Drought Task Force encharges the INRH with promulgating regulations prohibiting the importation of water intensive sanitation equipment, fittings and furnishings, in line with worldwide trends and existing legislation.
Resolution No. 28 of 28 February 2006 of the President of the INRH lays down the water consumption standards for water intensive sanitation equipment, fittings and furnishings and the energy efficiency ratings required for electric pumps.

The import and export of endangered species listed in Appendices I, II and III of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), whether alive, dead, parts or derivatives, as well as a number of non-CITES species
The EU Regulation lays down different requirements and procedures for each of the groupings of species listed in its Annexes A, B, C and Annex D.
Species listed in Annex A: Any transaction with commercial purposes involving specimens of the species listed in this Annex is prohibited. Exemption from this prohibition can be granted on a case-by-case basis, by issuance of a special certificate by a management authority of the Member State in which the specimens are located, provided the specimens:
a. are captive-born and bred, or artificially propagated; or
b. are required, under exceptional circumstances, for the advancement of science or biomedical purposes; or
c. are intended for breeding or propagation purposes; or
d. are intended for research or education aimed at the preservation of the species.
Species listed in Annex B, i.e. most species concerned by the EU Wildlife Trade Regulations: transaction with commercial purposes involving specimens of the species listed in this Annex are possible under a number of strict conditions. Exemptions from this permit requirement can be granted on a case-by-case basis.
Species listed in Annexes C and D need also to meet a number of documentary requirements.
The EU may determine to prohibit the importation of certain specimens or species, either globally or originating from specific third countries. These suspensions are published periodically and affect imports into all EU Member States. The latest list of restrictions is laid down in Commission Implementing Regulation (EU) No 2015/736 of 7 May 2015 prohibiting the introduction into the Union of specimens of certain species of wild fauna and flora.
