Since 2014, there have not been any changes to SPS-related matters concerning the importation of animals and animal products, plants and plant products, food, LMOs and GMOs, among others. Their importers must obtain an import licence or permit on SPS grounds (Section 3.1.5.3.2). Relevant agencies issue import licences or permits in accordance with the relevant legislation. (...)

In accordance with the Montreal Protocol and CONAMA Resolution No. 257 of 2000, there are import prohibitions of substances that deplete the ozone layer.

All GMOs or products containing, consisting of or deriving from GMOs remain subject to mandatory GMO labelling. Products must be marked with the following: GMO; product contains GMO; product consists of GMO; or product derives from GMO; and a unique identification code. Moreover, suppliers of GMOs are obliged to maintain a database and put in place a monitoring and identification procedure, to record each placement on the market, and the name of the person who provided or obtained GMOs (except for the end consumers) for a period of five years. [174] In line with its EU accession process, Montenegro is to implement a Rulebook on traceability and labelling of genetically modified organisms and the traceability of food and feed products produced from GMOs in 2018.

In 2010, 87 tariff lines (at the HS 8-digit level) were subject to non-automatic import licensing, including ozone-depleting substances (with a view to meeting requirements of the Montreal Protocol on Substances that Deplete the Ozone Layer), and specific old mechanical and electronic products (aimed at protecting, among others, the environment

The entry into Uruguay of products of animal or plant origin or animal feed containing levels of (...) or other environmental pollutants exceeding those prescribed in the national regulations or in the Codex Alimentarius, as appropriate, may be prohibited. Exports of such products may also be controlled and prohibited for the same reasons, or if they do not comply with the standards required by the countries of destination.

The General Customs Law prohibits the importation of goods which affect human and animal life or health, or are prejudicial to the protection of plants, morality, the environment, the security of the State and the country's financial system. Currently, in 2017, prohibitions apply to 33 ten digit HS tariff lines, and include the importation of radioactive residues; halogenated derivatives of hydrocarbons; worn clothing; and some types of used vehicle and motor vehicles and those using liquefied gas. Furthermore, imports of goods of 719 ten-digit HS tariff lines require prior authorization, which may be automatic or non-automatic. Although prior authorization is customarily used to protect human and animal health or life, or to protect plants and conserve exhaustible natural resources, or to protect security, it is also used to monitor the volume of imports and, in line with the Economic and Social Development Plan 2016-2020, to protect industry.
