Lao PDR is a priority country for support by the FAO. As such, it benefits from the CPF covering the six years from 2016 to 2021, to achieve four key objectives of the 8th NSEDP: (…) the protection and enhancement of forests and other ecosystems; and the improvement of capacity to respond to food and agricultural threats and emergencies and the impact of climate change. Business sectors identified for incentives include:
• those using, and involved in, modern technology, scientific research, R&D, innovation, environmentally-friendly methods, and efficient use of natural resources and energy;
• clean agriculture, non-toxic agriculture, seed production, animal breeding, industrial crops and plant plantation, forestry development, environment and biodiversity protection, and activities promoting rural development and poverty reduction;
• environmentally-friendly agro-processing industry, and handicraft industry specializing in national traditional and unique handicrafts;
• development of environmentally-friendly and sustainable ecotourism, and the cultural and historical tourism industry; (...)

Lao PDR established policies to promote energy efficiency and renewable energy. Its June 2010 Renewable Energy Development Strategy (REDS) aims to increase the share of renewable energies to 30% of total energy consumption, and to reduce imports of fossil fuels through the development of biofuels, to replace 10% of transportation fuel needs by 2025. REDS priorities focus on small power development for self-sufficiency, grid connection, and biofuel production and marketing, by providing financial incentives and improving the laws and regulations on renewable energy. Under the 8th NESDP, the authorities, inter alia, plan to increase the expansion of renewable energy and other alternative energy sources (solar power, wind power, bioenergy, and biogas) and to focus on the development and utilization of clean and environmentally-friendly energy.

A number of products are subject to export duties, which are levied for revenue purposes. Lao PDR bans the exports of certain products on the basis of protecting (...) the environment. It also operates automatic and non automatic licensing for exports. Automatic export licensing is in place for statistical reasons, while non-automatic licensing is in place for public safety, national security, environmental protection, and exchange rate stability. Support is given for initiating, organizing, and participating in domestic and overseas trade fairs, and providing assistance to local companies wishing to organize and/or participate in such fairs.

As per Edict No. 002/OP on Export Duties of 2012, a number of products are subject to export duty (Table 3.8); (…) The authorities stated that the fall was due to the preservation policy of the Government in forestry the depletion of some major mineral concessions, and some private restructuring in the mineral sector.

Following an August 2015 Notice (No. 1360) prohibiting the export of raw logs, a May 2016 Prime Ministerial Order (PM15) banned the export of logs and sawn wood to help control the country's high deforestation rates and boost the domestic wood production industry through commercial plantations.
