The Special Development Areas Act aims at encouraging investment in the areas of Vieux Fort, Anse la Raye, Soufriere, Canaries and Dennery, which have been designated as such. The concessions offered under the Act include: exemption on import duty, stamp duty and consumption tax on inputs for the construction of new buildings and the renovation or refurbishment of existing buildings; exemption on land and house tax and on stamp duty payable by vendors and purchasers on the initial purchase of property; higher tax allowances; and accelerated depreciation. Agricultural and fisheries-related activities; tourism projects highlighting the heritage and natural environment of St. Lucia; residential complexes; commercial or industrial buildings; facilities directed towards the improvement or expansion of services to the tourism sector; water based activities; and arts and cultural investments are eligible to benefits under this Act.

In July 2014, the United States and 13 other WTO members, accounting for 86% of global trade in environmental goods, launched the EGA negotiations. The current 17 WTO Members participating in the EGA negotiations have made significant progress to develop a list of environmental technologies that will be subject to tariff elimination. At the G20 Leaders' summit in September 2016, Ministers achieved a landing zone to conclude the EGA negotiations by the end of 2016. Achieving global free trade in environmental goods is a key part of both the President's Climate Action Plan and U.S. trade and environmental policy.

The Royal Government and its ministries have elaborated a multi-layered strategic approach designed to meet this challenge. The Rectangular Strategy Phase III and the Strategic Development Plan 2014-18 set out economy-wide development objectives and strategy. These are reinforced and elaborated by sectoral development plans and strategies, for example the Education Strategic Plan, 2014-18; The Financial Sector Development Strategy, 2011-20; the Agricultural Sector Strategic Development Plan, 2014-18; and, most recently, the Industrial Development Policy, 2015-25, which aims to transform Cambodia's industrial structure away from labour intensive activities and toward skill-driven activities. Individual products have also been earmarked for policy action: through its Trade Integration Strategy (CTIS) the Government has identified ten export sectors that will receive priority attention. These are garments; footwear; light manufacturing assembly in special economic zones (SEZ); processed food; fisheries products; milled rice; cassava; rubber; tourism; and high-value silk products. These, in turn, are the object of product strategies, for example the Policy Paper on the Promotion of Paddy Production and Rice Export; Strategic Planning Framework for Fisheries 2015-24; the Natural Rubber Development Strategy, 2011-20; and the Tourism Development Strategic Plan, 2012-20. For each of these products the CTIS focused, along with other key competitive issues, on opportunities for producers to move up value chains; opportunities to increase the volume of exports; opportunities to diversify target markets; opportunities to increase backward linkages through linkages to domestic producers (mostly small and medium enterprises); and socio-economic and environmental impacts.

The Indian Ocean Rim Association (IORA) was created in 1997 to enhance economic cooperation among the countries of the Indian Ocean Rim. It comprises 21 member States, including Sri Lanka. They aim to build and expand understanding through consensus and cooperation in a number of areas including maritime safety and security; trade and investment facilitation; fisheries management; disaster risk management; academia, science and technology; tourism and cultural exchanges; and gender empowerment. In terms of trade, IORA has recognized that effective trade linkages should be established for member States in several sectors, including: food, SMEs, financial services, mining, tourism, the ocean economy, and renewable energy. For 2016, IORA has recognized that enhancing trade and investment will be an area of priority.

In 2014, after several years of negotiations, an EPA (economic partnership agreement) was concluded between the EU and West Africa, comprising 16 countries (ECOWAS member States and Mauritania) and two regional organizations (ECOWAS, WAEMU). The EPA with West Africa covers trade in goods and development cooperation. There is also the possibility for further negotiations on sustainable development, services, investment and other trade-related issues. In July 2014, the ECOWAS Heads of State endorsed the EPA and opened it up for signature by member States. As at May 2017, 13 out of 16 West African States have signed the Agreement. Only The Gambia, Nigeria and Mauritania have not yet signed.
