The sector is currently small, contributing only 1% of GDP. Exploitation of seabed minerals and hydrocarbons has been identified as an area for possible future activity, with commercial exploration already underway. Government is currently working on a Seabed Minerals Bill in order to provide an appropriate legal framework. The Bill will incorporate procedures for environmental impact and safeguards.

The Ministry continued its efforts to:
- Reduce environmental impact using locations for mining investment (named "Mining Complexes"), which were reserved for the exploitation of various types of minerals and rocks (e.g. granite, limestone, aggregates and sand) in 13 regions of Saudi Arabia. A total of 338 mining complexes were reserved throughout the Kingdom; the area of these locations amounted to 65,000 km2;

The Mines and Energy Bureau (BME) is a body under the authority of the Ministry of Public Works, Transport and Communications. It is responsible for exploring and promoting the exploitation of Haiti's mineral and energy resources. Its mission also includes supervising operations from the technical, environmental, economic and safety standpoints. Mining operations are run mostly by the private sector.

The Decree of 2 March 1984 specifically governs quarry products. It requires the operator: (i) to apply to the BME for an operating permit (valid for a renewable period of five years); (ii) to supply all technical, financial, land ownership and environmental information on the quarrying project; (iii) to take steps to ensure personnel safety, hygiene and health; and (iv) to protect the environment and rehabilitate quarrying sites as work progresses. The permit holder must pay an annual fee of G 100 per hectare.

Since 1988, the World Bank has given Madagascar support to develop sustainable and transparent management of its mining sector. The legislative texts on mining are available on the MPRP website, except for the regulations on exporting, which need to be clarified.

The MGDS identifies the mining sector as one of the sectors that could potentially generate economic growth for the country. Mines and Minerals Policy (2013) is a logical extension of the MGDS. The country has abundant mineral resources that can be sustainably exploited to contribute to the Government’s vision of transforming the country from a predominantly importing and consuming nation into one that is predominantly producing and exporting. It is the Government’s conviction that if the country’s mineral resources are fully exploited, the contribution of mining will improve from the current 10% to 20% within the next 10 years.

The legal regime of mining is defined by Law No. 7796 of 17 February 1994, amended by Law No. 10304 of 15 July 2010, which basically institutes a licencing regime, as mining production is entirely private. Licences are granted after a tendering procedure for 10 years renewable once. The licences include a tax formula remunerating the State in the form of a rental fee. The Laws also provide for mining planning procedures, tendering procedures, control and rehabilitation of the environment, investments through financial guarantees, definition of dangerous areas, and safety procedures and regulations.

The vision for the mining sector in the country's long term development plan is to have a well-organized private sector led mineral resource exploration and exploitation that contributes to sustainable social economic development by 2030. To achieve this, Government will put in place measures to improve regulation, supervision and enforcement of statutory commitments in the sector, strengthen tracking of potential investors and improve the efficiency of the system of logging, dissemination of information on available plots for mining and recording of commercial mining activities.

Mining remains a priority growth sector notwithstanding the desire for diversification from over dependency on mining. Over the period 2013-16, the country's objective as per the revised six National Development Plan is the completion of the revision of legislation on mining, petroleum and explosives. These revisions are aimed at facilitating mineral diversification away from dependency on copper and cobalt to nickel, gold, manganese, iron and uranium as well as other precious stones. The revision will also increase exploration activities and ensure sustainable production and management of mineral resources.
