Trade related assistance should therefore be unconditional, demand driven, not related to any previous trade negotiations and incremental to existing programs. In this regard, such arrangements would mean non-reciprocity with developed countries. The Government of St. Vincent and the Grenadines remains committed to the process of liberalization, however, given its classification as a middle income country, development assistance under the Aid for Trade regime would continue to be miniscule. This technical barrier would therefore need to be overcome if vulnerable island Member States are to realise worthwhile objectives of sustainable development. In short, the limited progress Small Developing Island States have made in realizing true benefits from trade liberalization have been stymied by the unequal relationships and classifications with developed countries.

In June 2014, the President issued a Presidential Memorandum on Combating Illegal Fishing and Seafood Fraud. The memorandum established a Presidential Task Force that developed a comprehensive framework to combat illegal, unreported, and unregulated (IUU) fishing and seafood fraud, which is outlined in the Action Plan on Combating Illegal, Unreported, and Unregulated (IUU) Fishing and Seafood Fraud (Action Plan), released in March 2015. The Action Plan specifically calls for the United States to seek commitments from U.S. trading partners to combat IUU fishing and eliminate harmful fisheries subsidies, such as those that go to illegal fishers. The TPP Environment Chapter includes commitments in this areas, and the United States is seeking similar commitments in the T-TIP negotiations.

The legal basis for fisheries in Angola is Fisheries Law No. 6 A/04 of 8 October 2004 and subsequent regulations. It provides for a fisheries management regime based on a total authorized catch (TAC) determined annually for each fishery, and for limiting access by means of licences/quotas, as well as closed seasons and mesh size regulation. These management measures are reviewed periodically, in particular depending on stock assessment findings and estimates of the fleet's economic performance.
