Energy Conservation Program: Energy Conservation Standards for Consumer Products; Early Assessment Review; Boilers: Request for information - The U.S. Department of Energy (DOE) is undertaking an early assessment review for consumer boilers to determine whether to amend the applicable energy conservation standards for this product. Specifically, through this request for information (RFI), DOE seeks data and information to evaluate whether amended energy conservation standards would result in significant savings of energy, be technologically feasible, and be economically justified. DOE welcomes written comments from the public on any subject within the scope of this document (including those topics not specifically raised in this RFI), as well as the submission of data and other relevant information concerning this early assessment review.

American Society of Mechanical Engineers 2019-2020 Code Editions: Proposed rule - The U.S. Nuclear Regulatory Commission (NRC) is proposing to amend its regulations to incorporate by reference the 2019 Edition of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code and the 2020 Edition of the American Society of Mechanical Engineers Operation and Maintenance of Nuclear Power Plants, Division 1: OM Code: Section IST, for nuclear power plants. This action is in accordance with the NRC's policy to periodically update the regulations to incorporate by reference new editions of the American Society of Mechanical Engineers Codes and is intended to maintain the safety of nuclear power plants and to make NRC activities more effective and efficient.

Energy Conservation Program for Appliance Standards: Procedures, Interpretations, and Policies for Consideration in New or Revised Energy Conservation Standards and Test Procedures for Consumer Products and Commercial/Industrial Equipment: Notice of proposed rulemaking and request for comment - The U.S. Department of Energy ("DOE" or the "Department") proposes to revise the Department's "Procedures, Interpretations, and Policies for Consideration of New or Revised Energy Conservation Standards and Test Procedures for Consumer Products and Certain Commercial/Industrial Equipment" ("Process Rule"), revising the process the Department follows to develop energy conservation standards and test procedures for covered products and equipment. The proposed revisions are consistent with longstanding DOE practice and would remove unnecessary obstacles to DOE's ability to meet its statutory obligations under the Energy Policy and Conservation Act ("EPCA") .

Energy Conservation Program for Appliance Standards: Procedures, Interpretations, and Policies for Consideration in New or Revised Energy Conservation Standards and Test Procedures for Consumer Products and Commercial/Industrial Equipment: he U.S. Department of Energy ("DOE" or the "Department") proposed major revisions to the Department's "Procedures, Interpretations, and Policies for Consideration of New or Revised Energy Conservation Standards and Test Procedures for Consumer Products and Certain Commercial/Industrial Equipment" ("Process Rule") in a notice of proposed rulemaking that was published on 12 April 2021. DOE accepted comments on those proposed revisions through 27 May 2021. In this document, DOE proposes additional revisions to the Process Rule and requests comment on the proposals and any potential alternatives. These additional proposed revisions are consistent with current DOE practice and would remove unnecessary obstacles to DOE's ability to meet its statutory obligations under the Energy Policy and Conservation Act ("EPCA") .

Energy Conservation Program: Test Procedure for Direct Heating Equipment: Notice of proposed rulemaking and request for comment - The U.S. Department of Energy (DOE) proposes to amend the test procedure for direct heating equipment (DHE) to incorporate by reference the most recent versions of the industry consensus test standards currently referenced in the Federal test procedure. DOE also proposes to update definitions regarding unvented heaters, account for multiple operational modes, specify the allowable measurement error for oil pressure, specify the use of manufacturer values for gas supply pressure in certain circumstances, reduce the number of thermocouples required in the thermocouple grid for models with small flues, and clarify instructions for calculations regarding condensate mass measurements. DOE welcomes written comment from the public on any subject within the scope of this document (including topics not raised in this proposal), as well as submission of data and other relevant information.

Clean Miles Standard Regulation: Proposed rule - Proposes new rules to decrease GHG emissions, criteria pollutant emissions, such as NOx and PM2.5, which in turn, will help California meet its climate and air quality goals.

Use of Polystyrene: Proposed rule - Prohibits school district use of polystyrene foam in the service of any meal. The proposed new rules administer this policy and includes defined terms used throughout, statement of the prohibited use of polystyrene, what is an allowable exemption and waiver, and what the Department can do if it finds a school district in violation of the rules.

Significant New Use Rules on Certain Chemical Substances: Proposed rule - EPA is proposing significant new use rules (SNURs) under the Toxic Substances Control Act (TSCA) for chemical substances which are the subject of premanufacture notices (PMNs) . This action would require persons to notify EPA at least 90 days before commencing manufacture (defined by statute to include import) or processing of any of these chemical substances for an activity that is designated as a significant new use by this proposed rule. This action would further require that persons not commence manufacture or processing for the significant new use until they have submitted a Significant New Use Notice (SNUN), and EPA has conducted a review of the notice, made an appropriate determination on the notice, and has taken any risk management actions as are required as a result of that determination.

Energy Conservation Program: Test Procedures and Energy Conservation Standards for Circulator Pumps and Small Vertical In-Line Pumps: Request for information - The U.S. Department of Energy ("DOE" or "the Department") is restarting rulemaking activities to consider potential test procedures and energy conservation standards for circulator pumps and small vertical in-line pumps. Consensus recommendations for test procedures and energy conservation standards were negotiated in 2016 by a stakeholder working group of the Appliance Standards Rulemaking Federal Advisory Committee ("ASRAC") . Through this request for information ("RFI"), DOE seeks data and information regarding development and evaluation of new test procedures that would be reasonably designed to produce test results which reflect energy use during a representative average use cycle for the equipment without being unduly burdensome to conduct. Additionally, this RFI solicits information regarding the development and evaluation of potential new energy conservation standards for circulator pumps and small vertical in-line pumps, and whether such standards would result in significant energy savings and be technologically feasible and economically justified.
