STANDARDS (COMPULSORY STANDARDS) REGULATIONS, 2023 (Published on 23rd June 2023): These Regulations shall apply to: a. Procedures for inspection, testing and certification of products that are imported into Botswana in a manner consistent with the provisions of the TBT Annex to the SADC Trade Protocol and the WTO/TBT Agreement Principles; b. Procedures for inspection, testing and certification of products that are locally manufactured in Botswana in a manner consistent with the provisions of the TBT Annex to the SADC Trade Protocol and the WTO/TBT Agreement Principles; and c. the protection for human safety or health, environmental protection, legitimate security interests and prevention of deceptive practices.

Proposed Regulations amending the Products Containing Mercury Regulations: The proposed Regulations amending the Products Containing Mercury Regulations (the proposed Amendments) would make changes to the Products Containing Mercury Regulations (the Regulations) to align with the requirements under the Minamata Convention on Mercury. (...) he proposed Amendments would: Lower the allowable mercury content limits of three lamp products that are exempt from the general mercury prohibition, including straight fluorescent lamps for general lighting purposes, cold cathode fluorescent lamps, and external electrode fluorescent lamps; Add prohibition dates for certain mercury-containing products and for replacement lamps after a transitionary period; Remove other exemptions for products no longer in use in Canada and products whose exemption period has expired. Other amendments to the Regulations are proposed to clarify some provisions of the regulatory text, such as those related to labelling, testing, reporting, and recordkeeping.

In the December 2020 Strengthened Climate Plan, the Government announced its intention to improve the efficiency of light-duty vehicles in the post-2025 period by aligning with the most stringent standards in North America. The 2030 Emissions Reduction Plan subsequently committed the Government to develop a light-duty vehicles (LDV) zero emission vehicle (ZEV) sales mandate, which will set annually increasing requirements towards achieving 100% LDV ZEV sales by 2035, including mandatory interim targets of at least 20% of all new LDVs offered for sale by 2026 and at least 60% by 2030. Single-Use and Plastic Waste Prevention Regulation: The Single-Use and Plastic Waste Prevention Regulation (the Regulation) 1. Prohibits: • single-use plastic shopping bags including those made from compostable and biodegradable plastics; • food service providers from using foodservice packaging (e.g., containers, cartons, egg cartons, cups, plates, bowls, trays, meat trays and film wrap) made from compostable plastics, biodegradable plastics polystyrene foam, PVC (polyvinylchloride) and PVDC (polyvinylidene chloride) to package prepared food and beverages for sale in B.C. (...) The objective of the Regulation is to prevent single-use and plastic pollution by eliminating or restricting the sale and distribution of oxo-degradable plastic and three categories of single-use plastic items in British Columbia that pose a threat to the environment, are hard to recycle, and have readily available alternatives. A Science Assessment of Plastic Pollution prepared by the Government of Canada and published in 2020 found that macroplastics in the environment pose a threat of harm to wildlife and their habitat, and recommended action to reduce macroplastics that end up in the environment. Research indicates that they are not suitable for composting or anaerobic digestion processing, do not breakdown in landfills or if littered in marine environments, and are not suitable for recycling. In addition, there are potential toxic effects on soils from the residual additives.

Proposed Products Containing Certain Toxic Substances Regulations: seek to reduce releases of toxic substances from products used in Canada to levels that are protective of the environment and human health. The proposed Regulations would prohibit the manufacture, import and sale of certain coal tar-based sealant products and certain sealants containing levels above 1000 ppm in 2025. The provisions also contain exemptions to the prohibitions and a transition period for certain sectors. The proposed Regulations would also include 2-BE, a toxic substance that is currently regulated under the 2-Butoxyethanol Regulations, which would be repealed and amalgamated under this initiative. The proposed Regulations are therefore designed as a single vehicle to manage the risks associated with multiple ecological and health toxic substances in products. The proposed Regulations also include general provisions for permits and record keeping.

Annex 3: Ten substances are included in the candidate list of substance of very high concern. This listing triggers information obligations along the supply chain.

It also concerns the introduction of information requirements for manufacturers regarding the charging characteristics of the device, and mandates manufacturers to, at least, offer an unbundled version of their electronic devices (meaning to sell the equipment unbundled without the External Power Supply or propose both options bundled and unbundled). Furthermore, this revision clarifies the rules for making available on the market of radio equipment intended to be used exclusively by authorities for state security.
