3.1.9 AVANZA GREEN ICT SUBPROGRAMME
1. Title of the programme
The Avanza Green Information and Communication Technologies (ICT) Subprogramme is aimed at projects that focus exclusively on innovation in the following thematic areas: ICT-based systems and tools that facilitate the reduction of green house gas emissions; ICT-based systems and tools that lead to improved energy efficiency and intelligent energy management; ICT-based technologies and tools that facilitate the substitution of traditional production processes by other more efficient and optimized processes; and ICT-based applications and systems for electric vehicles. All this seeks to benefit enterprises, in particular SMEs.
|
6. Beneficiaries
Support is available to enterprises, private research bodies, and business groups or associations, as defined in Annex IV of Order ITC/362/2011 of 21 February.
The competitive application process is open to anyone who wishes to conduct innovation projects or activities in the various thematic areas defined as of interest by the subprogramme. A single advance payment is made in respect of the activities being supported, irrespective of whether the project is being implemented on an annual or a multi-year basis.

Environment related objective
|
To protect the environment and promote energy research and innovation.
The STEM programme aims at promoting energy research and innovation in order to create conditions for effective energy markets, secure energy supply and the protection of the environment, health and climate. Both Vinnovas' and STEMs' programme has been extended to also include aid for innovation. These figures are therefore included below.

Measure description
|
Coverage of the measure
|
Support for Research, Development and Innovation.
The major operators of Swedish Support for Research, Development and Innovation (R&D&I) to the industry sector are the Swedish Agency for Innovation Systems, Vinnova, and The Swedish Energy Agency, STEM.
|
Universities and firms.
Support is granted to universities, technological research institutes for basic research, co-operative research institutes (i.e. institutes financed jointly by government and industry) and to individual firms and inventors. Aid to industry is considered as state aid by EU law and has to be approved by the European Commission. A precondition for receiving support in the form of grants is that the result of the supported project is made public.
All firms, regardless of industry, are eligible. However, the support is focused on small firms and individual innovators. The support to firms and individual inventors is in the form of soft loans with conditional repayment. A loan can cover up to 50% of project costs. Repayment, including market interest rate, is required if a project becomes commercially successful. The duration and other terms of the loan are dependent on the objective of the loan and various economic factors. Costs for personnel, material and supplies related to R&D&I, instruments and equipment, IPR, consulting bought-in research etc. are eligible for aid. Other possible aid should be taken into account before the decision of support is made. In practice, projects supported by other state aid schemes do not normally receive support from VINNOVA. To the extent that this occurs, the aid ceilings apply to the combined aid.

Universities and industry (subject to approval from the European Commission)
Support is granted to universities, institutes of technology, co-operative research institutes (i.e. institutes financed jointly by the government and industry) and to undertakings. Aid to industry is considered as state aid by EU law and has to be approved by the European Commission. The general rule is that all results from the Energy Research Programme are official and shall be made publicly available. Aid to firms accounts for a minor portion of the expenditure. Costs for personnel, materials and supplies related to R&D, instruments and equipment, consulting, bought in research etc. are eligible for aid. Maximal aid intensity is 50% of eligible costs. Other possible aid shall always be taken into account before decision of support is made.

Aid for R&D project GoBiGas |
Environment related objective
|
To promote R&D activities that have a positive impact on environmental protection.
The primary objective of the project financing is aid to R&D ctivities relating to the development of a pre-commercial demonstration plant for indirect gasification of low-quality forest raw material into bio -methane. In addition to promoting R&D activities this serves as guidance for future investment decisions regarding the commercial scale-up of the relevant energy technology by demonstrating the feasibility of producing biogas of sufficiently high quality, the aid has also a positive impact on environmental protection, security of energy supply and creation of new jobs.
