Unregistered genetically modified organisms (GMOs) used for state approbation (tests): Prior to state registration, GMOs may be released into the environment only for the purpose of state approbation (testing). State approbation (testing) of GMOs in the open system is carried out solely on the basis of a permission issued by the Ministry of Ecology and Natural Recourses. The permission is issued on a one-off basis for state approbation (testing) of particular GMO and only after an assessment of the safety of GMO for human health and the environment being conducted.

These regulations apply to all persons in the United States although certain exemptions exist for the U.S. Department of Energy and the U.S. Department of Defense. The nuclear facilities and radioactive materials subject to NRC import licensing authority include: production and utilization facilities, special nuclear materials, source materials, and by-product materials, including when such materials are contained in radioactive waste.

Methyl Bromide, Hydrochlorofluorocarbons (HCFCs), Halons, Carbon Tetrachloride, 1,1,1-Trichloroethane (Methyl Chloroform), Chlorofluorocarbons (CFCs), and goods composed of chemicals controlled under the Montreal Protocol: This licensing system is the control measure taken as necessary to be in compliance with the Montreal Protocol. Any applicants wishing to import these controlled substances shall apply for import permit and quota in advance. The granting requirements and procedures are specified within the "Methyl Bromide Management Regulations", the "HCFCs Consumption Management Regulations" and the "Regulations for Management of Montreal Protocol Controlled Substances" set and administered by the Environmental Protection Agency (EPA). With such permit and quota, the applicant then can acquire the Import License from the EPA, which will be used for clearance of the shipments at the custom.
