2. Methyl Bromide & Hydrochlorofluorocarbons (HCFCS): This licensing system is the control measure taken as necessary to be in compliance with the Montreal Protocol. Any applicants wishing to import these controlled substances shall apply for import license and quota in advance. The granting requirements and procedures are specified within the "Methyl Bromide Management Regulations" and the "HCFCs Consumption Management Regulations" set and administered by the EPA. With such license, the applicant then can acquire the Import Permit from the EPA, which will be used for clearance of the shipments at the custom.

The Bureau of Standards, Metrology and Inspection is proposing to adopt the most recent version of standard, CNS 691 "Fluorescent lamps (for general lighting service)," published on 15 August 2019, as the inspection standard for hot cathode fluorescent lamps. To phase out mercury-added products in line with the goal of Minamata Convention on Mercury, this revised version requires the content of mercury at not more than 4mg. The requirements for restriction of hazardous substances and the applicable conformity assessment procedures remain unchanged. |

In view of the incidents of explosion or fire caused by malfunction in the battery swap station, the Bureau of Standards, Metrology and Inspection (BSMI) proposes to regulate the safety of electric motorcycle charging system equipment and electric motorcycle battery swap system equipment. In addition, in line with the policy of restriction in the use of hazardous substances to protect the environment , the products are also required to comply with Section 5 of CNS 15663 for marking of presence of 6 hazardous substances. The conformity assessment procedure will be Registration of Product Certification (Module II Type Test + Module VII factory inspection) . |

Proposal for amendment to the legal inspection regulation for electric storage drink water heaters.
Electric storage drink water heaters have been subject to mandatory inspection under the Commodity Inspection Act by the Bureau of Standards Metrology and Inspection (BSMI) since 1 January 1992. In line with the energy policy, the BSMI proposes to require that electric storage drink water heaters be subject to Sections 10.7 "capacity of inner tank test" and 10.8 "standardized standby loss of every 24 hours Est,24 test" of CNS 12623, where the measured value (Est,24) shall comply with that stated in "Requirements on Minimum Energy Performance Standard (MEPS) for electric storage tank boiling water heaters." |
