The Toxic Chemical Substances Control Act (TCSCA) was amended and promulgated on 11 December 2013. Pursuant to TCSCA, the subordinate implementing law "Regulations of New and Existing Chemical Substances Registration and Management" were enacted on 11 December 2014. This proposal aims to update the provisions under the "Regulations of New and Existing Chemical Substances Registration."

Revision of the Guidelines on Regulated Toxic Chemical Substances and the Management of Their Handling.

Fourteen toxic chemical substances, including Sudan dyes, have been classified as Class 4 toxic chemical substances under the specifications of this Official Announcement. These classifications were made in light of a number of food safety incidents in recent years, in response to illegal chemical substances entering the food supply chain and being mixed in with food products or animal feed, and in consideration of food safety risks that endanger the public's health.Furthermore, in response to international regulatory trends, pentachlorophenyl laurate has been classified as a Class 1 and a Class 3 toxic chemical substance, and perflurooctanoic acid as a class 4 toxic chemical substance. The controlled concentration level of perfiuorooctane sulfonic acid has also been revised.

Draft Amendment to Articles of the Fuel Economy Standards and Regulations on Vehicle Inspection and Administration.

In response to the requests of energy saving and greenhouse gases emission reduction throughout the international community, the Bureau of Energy (BOE) continues to tighten the requirements on vehicles' fuel efficiency and proposes the next stage fuel economy standard for vehicles and its relevant regulations (effective in year 2022).

Draft of labeling requirements at food vending locations for food containing ingredients of genetically modified organisms.

Based on the provisions of paragraph 2 of Article 25 of the Act Governing Food Safety and Sanitation, the MOHW proposes to anounce the labeling requirements at food vending locations for food containing ingredients of genetically modified organisms ( GMOs ) to offer consumers the right of choice.

1. Draft of amendment on labeling requirements for prepackaged food containing ingredients of genetically modified organisms ; 2. Draft of amendment on labeling requirements for food additives containing ingredients of genetically modified organisms ; 3. Draft of amendment on labeling requirements for unpackaged food containing ingredients of genetically modified organisms.

The purpose of the proposed amendments is to further specify that prepackaged food, food additives and unpackaged food containing non- GMO ingredients may be labelled "un- genetically -modified" or "with un- genetic modification" only when domesic approval exist for the genetically -modified ones.

The use of electronic toilet seats is becoming prevalent in domestic households. As consumer's skin is in direct contact with the products, of which the installed environment tends to be with high humidity and high temperature, concerns have been raised about hazards of electric shock and fire. With a view to protecting consumers from relevant hazards, the Bureau of Standards, Metrology and Inspection proposes to regulate electronic toilet seats in aspects of safety (CNS 60335-1 and CNS 60335-2-84), EMC (CNS 13783-1) and use of hazardous substances (Section 5 of CNS 15663) . The conformity assessment procedure will be Registration of Product Certification Scheme (Module II+IV, II+V, or II+VII) or Type-approved Batch Inspection

Draft of the Requirements on Minimum Energy Performance Standard and Energy Efficiency Rating Labelling and Inspection of Air cleaners

Proposal for amendment to the legal inspection regulation for water dispensers. To enhance consumer protection and promote efficiency of energy use, the BSMI proposes to adopt the latest version of inspection standards for the commodities. The BSMI will add test items and methods, stated in Sections 6.3 "water temperature," 6.8 "storage tank capacity," 6.10 "power consumption for preparation per 24 hours E24" and 13 "Mark: (e) water storage capacity and (j) power consumption for preparation per 24 hours E24" of the standard CNS 15929 (2016) . The conformity assessment procedures remain the same.

Requirements on Minimum Energy Performance Standard and Energy Efficiency Rating Labelling and Inspection of Air Compressors. The proposed scheme applies to both imported products and domestically manufactured products. In addition to the scheme, the proposed technical regulations also specify labelling and inspection requirements, the conformity assessment procedures and post-market supervision. Products that fail to conform to the requirements will be prohibited from being sold and placed on the domestic market.
