Draft of Amendment to Requirements on Energy Efficiency Standard, Efficiency Labeling, and Inspection for Low-Voltage Three-Phase Squirrel-Cage Induction Motors (including those installed in one part of specific equipment): Aiming to enhance the efficiency of energy use, the Energy Administration proposes to amend the minimum energy performance standards, energy efficiency rating labelling requirements for low-voltage three-phase squirrel-cage induction motors (including as a component of specified equipment) .

The Bureau of Energy proposes to amend "Requirements on Minimum Energy Performance Standard and Energy Efficiency Rating Labelling and Inspection of water chilling packages using the vapor compression cycle" in order to ensure implementation of such Requirements. The amendments mainly involve Clause 4 (adding the acceptance of energy efficiency test reports from AHRI approved Test Stands) and Clause 12 (conditions of applying for renew registration numbers). The minimum energy performance standards and test methods (referencing CNS 12575) remain unchanged.

Proposal for amendments to the legal inspection requirements for electric storage tank water heaters: The "Requirements on Minimum Energy Performance Standard and Energy Efficiency Rating Labelling and Inspection for Electric Storage Tank Water Heaters (Amendment Draft)," proposed by the Bureau of Energy (BOE), Ministry of Economic Affairs, was notified on 2 September 2022 as per G/TBT/N/TPKM/407/Rev.1. As the requirements on the capacity of inner tank are included in the notified amendment draft, the Bureau of Standards, Metrology and Inspection (BSMI) proposes to remove the requirement of Section 8.11 "Capacity of inner tank" of CNS 11010:2013 from BSMI's testing items to avoid overlapping jurisdiction with the BOE. Draft of amendments to Requirements on Minimum Energy Performance Standard and Energy Efficiency Rating Labelling and Inspection of Electric Pots: With a view to enhancing the efficiency of energy use, the Bureau of Energy proposes to amend the minimum energy performance standards and energy efficiency rating labelling requirements.

The Technical Specification for Type Approval of Water Meters was promulgated and implemented on 12 June 2003, and the latest revision date was 3 November 2014. In view of the rapid development of water meter manufacturing technology, electrical or electronic measurement becomes popular, and it is an important part of energy management in smart homes. Considering that new electrical or electronic water meters will generally be used as water consumption measurement devices, the Bureau of Standards, Metrology and Inspection (BSMI) proposes to amend the Technical Specification for Type Approval of Water Meters in accordance with OIML R49:2013.

Mandatory Requirements of Water Efficiency Labeling Products for Water Use Equipment, Sanitary Ware or Other Equipment: To promote the use of water-saving equipment in daily life, the Water Resource Agency proposes to designate auto-closing faucet as one of the products which shall have Water Efficiency Labels. It is to be in line with Article 95-1 of the Water Supply Act. Auto-closing faucets sold in domestic market shall obtain a license for the use of Water Efficiency Label in accordance with the Regulations for the Management of the Water Efficiency Label.

Draft Amendments to requirements on Minimum Energy Performance Standard, Energy Efficiency Indication, and Inspection of compact fluorescent lamps: To improve energy efficiency, the Bureau of Energy intends to revise the minimum energy performance standards for fluorescent lamps, self-ballasted fluorescent lamps, compact fluorescent lamps.

Draft of Climate Change Response Act: The Environmental Protection Administration is proposing to revise to the Greenhouse Gas Reduction and Management Act to establish a resilient system that can react quickly to impacts of climate change and expedite the transition to net zero emission by introducing carbon tax and incentives for development of low carbon technology. Below is the summary of the revisions:
- To rename the Act to be "Climate Change Response Act;"
- To include the goal of net zero emissions by 2050;
- To enhance the level of climate governance, designate the body for coordinating related affairs, and assign the responsibilities to different sectors;
- To introduce climate change adaptation chapter, including basic capacity building, science-based risk assessment of climate change, and establishment of climate change governance and coordination mechanism between all levels of government, together with the existing mitigation chapter to make climate strategies complete;
- To introduce the graded verification system according to the scope of emissions and the type of entities, in response to the rising demand for verification;
- To introduce GHG emissions performance standards for certain equipment or industrial processes;
- To draw up permissible GHG emissions or mitigation requirements for the manufacture, importation, selling of motor vehicles;
- To impose carbon fee in stages on the direct and indirect GHG emissions, with the revenue being earmarked for GHG reduction, development of low carbon and negative emission technologies and industries, subsidies and awards for investments in GHG reduction technologies, to promote GHG reduction and low carbon economy development;
- To draw up regulations for imports: entities who import certain goods shall purchase reduction credits according to the differences in carbon emission; and
- To prohibit or restrict the manufacture, import, export, selling, use or emission of high global warming potential GHGs regulated by international environmental conventions, as well as products made with such GHGs. (...)

Proposal for Amendments to Requirements on Minimum Energy Performance Standard and Energy Efficiency Rating Labeling and Inspection of Non-ducted Air Conditioning Machines: With a view to enhancing the efficiency of energy use, the Bureau of Energy intends to modify the minimum energy performance standards, energy efficiency rating labelling requirements.

Proposal for Legal Inspection Requirements for Polyvinyl Chloride Floorcoverings: Polyvinyl chloride (hereafter referred to as "PVC") products are possible to have plasticizer contamination, resulting in environmental hormone effects and carcinogenic risk due to the exposure to PVC. Bureau of Standards, Metrology and Inspection (BSMI) is aware of 56% of randomly purchased PVC floorcoverings samples did not meet plasticizer content requirements of the standard. Considering the harmful effects of PVC to children and human health, the BSMI intends to regulate the safety and quality requirements for PVC floorcoverings.
