The Agreement establishes a free trade area for trade in goods and services within the meaning of GATT 1994 Article XXIV and GATS Article V. The Agreement contains initial provisions and general definitions, provisions on national treatment and market access for goods, rules of origin and origin procedures, customs administration and trade facilitation, sanitary and phytosanitary measures, technical barriers to trade, trade remedies, investment, cross – border trade in services, temporary entry for business persons, telecommunications, electronic commerce, competition and consumer policy, government procurement, intellectual property rights, trade and sustainable development, cooperation, transparency, institutional provisions, dispute settlement, exceptions, and final provisions. The Agreement establishes a Joint Commission, which has authority regarding the implementation, interpretation, modification, and amendment of the Agreement and the settlement of disputes under the Agreement.
