Environment related objective
These regulations were related to the Vehicular Exhaust Emission and safety standards. The measures related to the Vehicular Exhaust Emission were based on Euro 4 standards. The Motor vehicles below the Emission Standards of the Euro 4 or its equivalent will be prohibited. Compliance with Vehicular Exhaust Emission limits shall not be required for all Electric Vehicles. Compliance with Vehicular Exhaust Emission limits and Safety Measures/ Standards shall not be required for Vintage Vehicles manufactured prior to 30 November 1956.

Importation of Motor vehicles which are not complied with the safety standards will be prohibited to import.

The notified draft Mexican Official Standard applies to power plants that need to obtain variable values for fuel-free energy (ELC) determinations under the Efficiency and ELC Regulations when they use any of the following generation processes:
(a) Power plants with efficient cogeneration processes
(b) Clean power plants that use fossil fuels
(c) Low emission technologies and thermal power plants using carbon capture and geological storage or sequestration
(d) Power plants using hydrogen
(e) Hydro-electric power plants
The notified draft Mexican Official Standard will not apply to power plants that have a cogeneration permit and are accredited as efficient cogeneration under the Law on the Public Electric Power Service, provided that their legacy interconnection contracts remain in effect.

(a) the necessary metrology requirements and measurement methods that are to be employed by power plants needing to obtain variable values for use in ELC determinations;
(b) the conformity assessment procedure.

The specifications and provisions for the protection of the environment, established in the notified draft Mexican Official Standard, do not apply to projects for centres for the distribution or sale of liquid petroleum gas that are to be located in protected natural areas or areas with forest vegetation, forests, semi-arid vegetation, coastal or wetland ecosystems, areas with woodland, deserts, river or lagoon systems, or areas considered as havens or breeding grounds for migratory species, areas that provide a habitat for species that are under special protection, endangered, at risk of extinction or thought to be extinct in the wild, in accordance with Mexican Official Standard NOM-059-SEMARNAT-2010, or any Standard that amends or replaces it.
