The notified text lays down the following provisions:

• The termination of the registration at the national level of pure chlorpyrifos and chlorpyrifos compounds containing any other molecule, and the ban on their importation.

• The establishment of a period of one year from the entry into force of the Resolution during which any remaining stocks of the chlorpyrifos molecule may be exported, marketed and used in the country.

• The establishments and natural or legal persons that possess stocks of the chlorpyrifos pesticide must declare them to the CNRCST within 15 working days following the entry into force of the Resolution.

• The CNRCST, in coordination with the Ministry of Health (MINSA), Ministry of the Environment and Natural Resources (MARENA) and Institute for Agricultural and Livestock Protection and Health (IPSA) Monitoring System, will be responsible for ensuring compliance with the measures laid down in the Resolution.

• The repeal of Resolution No. 006-20 I S, issued by the CNRCST and published in Official Journal No. 76 of 27 April 2015.

The current burner standards do not equitably target all household particulate matter emissions. They only apply to domestic woodburners used for space heating. Emissions from other uses of household burners and other types of fuel that contribute to particulate matter pollution are not controlled.We propose lowering the emissions standard for domestic burners to 1.0g/kg (from 1.5g/kg), and extending these regulations to include discharges from all types of domestic, solid-fuel burners newly installed in a building on properties less than two hectares in size. This would include wood, coal, multi-fuel and pellet burners, and would cover burners used for space heating, cooking, water heating and open fires.

2. Provide for the continued use of manufactured articles containing PFOA, its salts and PFOA related compounds that are already in use in New Zealand.

Dicofol - This was a pesticide. Note there are no dicofol products registered for use as an agricultural pesticide in New Zealand. Perfluorooctanoic acid (PFOA), its salts and PFOA-related compounds has been phased out of production in many countries already. PFOA-related compounds, including side-chain fluorinated polymers, are used as surfactants and surface treatment agents (for example in textiles, paper and paints and inks) . They have also been used in firefighting foams.

The Organic Products Bill enables all organic products to be regulated. The Bill will only apply to products that are covered by national organic standards established in secondary legislation. The first standard to be developed will cover food, beverages, plant and animal products.

This would be achieved by issuing a new Hazard Classification Notice and would also require several other EPA notices to be amended, including those which set requirements for labelling, safety data sheets, and packaging of chemical substances.

Adopting the GHS 7 system will ensure an internationally aligned classification system for hazardous substances that facilitates trade, increases efficiency in chemicals management, and enhances the effectiveness of the HSNO Act.

We propose to:
• Amend regulations under the Import and Export (Restrictions) Act 1988 to ban the import and export of specific mercury-containing products.
• Create new regulations under the Waste Minimisation Act 2008 to ban the manufacture and sale of certain mercury-containing products in New Zealand.
These changes, along with other domestic law changes, are expected to bring New Zealand's regulations into line with the Minamata Convention on Mercury.
