Proposed Amendments to the enforcement decree of the act on Promotion of Environment-friendly Agriculture and Fisheries, and Management of and Support for Organic Foods.

A. Developing new detailed guidelines for calculation of expenses in relation to penalty surcharges to habitual violations and detailed standards for collection of such expenses (Article 3-2, Table 1 (draft))
- Prescribing detailed matters regarding imposing and collection of penalty surcharges as laying the basis for imposing penalty surcharges

B. Developing detailed standards for placing administrative fines the amendments contains subdividing of upper limit (Table 2 (draft))
- Setting specific standards for imposing administrative fines concerning those violated and importance of matters under the amendments to the act, in particular upper limit of administrative fines

C. Amending regulations on delegation of authority of each agency under the amendments to this act (Article 5 (draft))
- Developing specific regulations on delegation including research and evaluation on actual conditions of agricultural and fishery resources and environment, designation of and monitoring agency for education and training, imposing and collection of penalty surcharges.

Amendments to the notification of waste items with limited imports to promote domestic waste recycling.

Korea is trying to ban the import of waste plastic (PET/PE/PP/PS) to promote domestic waste recycling. Due to the drop in oil prices and the impact of Corona 19, as the amount of accumulated waste plastics in Korea increases and the instability of the recycling market increases, we intend to limit the import of waste plastics of some materials with a large amount of accumulated wastes in order to promote the recycling of waste plastics in Korea.

Revision of The Enforcement Decree of the Act on Resource Circulation of Electrical and Electronic and Vehicles.

Increase the number of electrical and electronic products that comply with maximum levels of hazardous substances from 26 to 49 when manufacturing or importing products and increase the number or hazardous substances from 6 to 10.

Regulation on Energy Efficiency Management Equipment.

The Republic of Korea is proposing to amend the "Regulation on Energy Efficiency Management Equipment".

The main changes proposed are:

1. Adjustment of standards for energy efficiency: Refrigerators, Air conditioners, Window-sets, Television sets

2. Indication of standards for medium- and long-term target energy efficiency: Refrigerators, Air conditioners, Television sets

3. Any manufacturer or importer of air conditioners shall indicate the Cooling Seasonal Performance Factor (CSPF) on the energy efficiency labeling.

Draft partial amendment of the "Act on the Promotion of Saving and Recycling of Resources".

The Republic of Korea is proposing to amend the "Act on the promotion of saving and recycling of resources". The main changes proposed are:

Mandatory labeling of the material and packaging method (including space ratio of packaging and the number of packaging) on ​​the surface of packaging. In case of non-compliance, a fine of not more than three million won will be imposed.

Draft partial amendment of the "Act on the Promotion of Saving and Recycling of Resources".

Republic of Korea is proposing to amend the "Act on the promotion of saving and recycling of resources". The main changes proposed are:

Mandatory labeling of the material and packaging method (including space ratio of packaging and the number of packaging) on ​​the surface of packaging. In case of non-compliance, a fine of not more than three million won will be imposed. Annually, regular product surveys and inspections are conducted to confirm compliance and labeling.

Draft partial amendment of the Public Notice on Corporate Average Energy Efficiency Standards, Greenhouse Gas Emission Standards for Motor Vehicles and Application and Management of the Standards (Ministry of Environment Notice No. 2019-34, January 30, 2019) setting CO2 emissions performance standards for new passenger cars and for new light commercial vehicles.

Republic of Korea is proposing to amend the "Public Notice on Corporate Average Energy Efficiency Standards, Greenhouse Gas Emission Standards for Motor Vehicles and Application and Management of the Standards". The main changes proposed are:

1) With regard to Korean's new automobile fuel economy and greenhouse gas emissions regulation (2021~2030), the draft which was made public by the Ministry of Environment Notice No.2020-754 on August 31, 2020, the Ministry of Environment has taken into account improvements in manufacturers' fuel economy and greenhouse gas emissions performance through the development of relevant technologies, and international standards with respect to fuel economy or greenhouse gas emissions in a manner consistent with Article 2.4 of the WTO Agreement on Technical Barriers to Trade.

2) The Regulation sets a fleet target of 97 gCO2/km for passenger cars and a fleet target of 166 g CO2/km for light commercial vehicles in 2021, and the Ministry of Environment maintains these targets until 2022. From 2023 to 2030, the CO2targets will be strengthening from 95 gCO2/km in 2023 to 70 gCO2/km in2030 for passenger cars and from 164 gCO2/km in 2023 to 146 gCO2/km in2030 for light commercial vehicles.

3) The ME will provide three types of flexibility mechanisms, super-credits for ZEVs and Hybrid vehicles, incentives for manual transmission-equipped vehicles, LPG-fueled vehicles and derogations for small volume manufacturers.

4) Articles for trading CO2 credit will be also newly set for small volume manufacturers.

Respiratory protective devices. Nomenclature of components.

This Standard specifies a harmonized nomenclature for typical components of respiratory protective devices. It does not specify which or how many components are used and where they are located in the apparatus. The illustrations used are given as examples only for the identification of the different parts and the corresponding terms for facilitating the application. The definitions and terms used are given in EN 132 and EN 135. The terms are given in the three official CEN languages.

Chemical disinfectants and antiseptics - Quantitative suspension test for the evaluation of bactericidal activity of chemical disinfectants and antiseptics used in food, industrial, domestic and institutional areas - Test method and requirements.

This Standard specifies a test method and the minimum requirements for bactericidal activity of chemical disinfectant and antiseptic products that form a homogeneous, physically stable preparation when diluted with hard water or - in the case of ready-to-use products - with water. Products can only be tested at a concentration of 80 % or less, as some dilution is always produced by adding the test organisms and interfering substance. This document applies to products that are used in food, industrial, domestic and institutional areas excluding areas and situations where disinfection is medically indicated and excluding products used on living tissues except those for hand hygiene in the above considered areas.
