3.3. Endangered Species of Animals and Plants: . An import license is required for the import of specimens of endangered species of animals and plants (whether alive or dead), their body parts and derivatives. Import controls are governed by Law No. 2/2017 and Administrative Regulation No. 19/2017 and are administered by the Economic and Technological Development Bureau. For each license, a single application form needs to be filled and handed in to the Economic and Technological Development Bureau together with the presentation of the CITES certificate/certificate of origin issued by the exporting countries or territories.(...).

3.3. Endangered Species of Animals and Plants: . Import controls are governed by Law No. 2/2017 and Administrative Regulation No. 19/2017 and are administered by the Economic and Technological Development Bureau. For each license, a single application form needs to be filled and handed in to the Economic and Technological Development Bureau together with the presentation of the CITES certificate/certificate of origin issued by the exporting countries or territories.(...).

The import licensing system is governed by Decree No. 00-505/P-RM of 16 October 2000 on the regulation of foreign trade, Implementing Order No. 09-788 of 7 April 2009 and Interministerial Order No. 2015-1535/MIC/MEF-SG of 15 June 2015 establishing the list of prohibited imports and exports. The licensing system is administered by the Directorate-General of Trade, Consumer Affairs and Competition.

The import licensing system is governed by Decree No. 00-505/P-RM of 16 October 2000 on the regulation of foreign trade, Implementing Order No. 09-788 of 7 April 2009 and Interministerial Order No. 2015-1535/MIC/MEF-SG of 15 June 2015 establishing the list of prohibited imports and exports. 3.1. Waste: Licenses for the transboundary movement of waste (import, export and transit) are issued in accordance with the Law on waste management (OG MNE, No. 64/11, 39/16) and Basel Convention on the Control of Transboundary movements of hazardous waste and their disposal (OG FRY International agreements, No. 2/99). The import of hazardous waste is forbidden. The import of non-hazardous waste to remove and use as fuel or other means to generate energy is forbidden as well.

To control the quantity of [waste] imports because it is related to the protection of the environment and fulfilling the obligation in accordance with the international agreement: Basel Convention.

3.2 Ozone depleting substances and alternative substances: Permits for import/export of ozone depleting substances and alternative substances are issued in accordance with the Law on the Protection against Adverse Impacts of Climate Change (Official Gazette of MNE, No. 073/19, dated 27.12.2019). and the Decree on ozone depleting substances and alternative substances (OG MNE, No. 5/11). Also, on 23 October 2006 Montenegro ratified by means of succession the Vienna Convention on ozone layer protection, the Montreal Protocol on ozone depleted substances and the Amendments to the Montreal Protocol. One of the obligations under the Montreal protocol was to establish import/export licences to control consumption of ozone depleting substances. Montenegro operated under Article 5 of Montreal protocol and it is in compliance with the provisions of the Protocol.

8. Radioactive Sources: The Norwegian Radiation and Nuclear Safety Authority is the competent authority for radioactive sources. The Norwegian Regulations on Radiation Protection and Use of Radiation give exemption levels for different radioactive isotopes. To import radioactive sources (including radiopharmaceuticals) with activities above these exemption levels you need an authorization; either by licensing or registration. Authorization by registration is a simplified authorization which involves registering the source in an electronic national source registry before import. Authorization by licensing involves an application process with review and assessment of relevant information. The license has an expiry date.

To ensure the proper use of radiation, prevent harmful effects of radiation on human health and contribute to the protection of the environment.
