Energy Conservation Program: Test Procedure for Air-Cooled, Three-Phase, Small Commercial Package Air Conditioning and Heating Equipment With a Cooling Capacity of Less Than 65,000 Btu/h and Air-Cooled, Three-Phase, Variable Refrigerant Flow Air Conditioners and Heat Pumps With a Cooling Capacity of Less Than 65,000 Btu/h: (...9 DOE also proposes to adopt the seasonal energy efficiency ratio 2 ("SEER2") and heating seasonal performance factor 2 ("HSPF2") metrics specified by that industry test standard in the DOE test procedures for the three-phase equipment that is the subject of this notice of proposed rulemaking ("NOPR") . Additionally, DOE proposes to amend certain provisions for representations and enforcement to harmonize with single-phase products.

Energy Conservation Program: Test Procedure for VRF Multi-Split Systems: he U.S. Department of Energy ("DOE") proposes to amend the test procedure for variable refrigerant flow multi-split air conditioners and heat pumps ("VRF multi-split systems") to incorporate by reference the latest version of the industry test standard. DOE also proposes to adopt the integrated energy efficiency ratio metric in its test procedures for VRF multi-split systems. Additionally, DOE proposes to adopt provisions in the updated industry test procedure relevant to certification and enforcement, including a controls verification procedure. DOE welcomes written comment from the public on any subject within the scope of this document (including topics not specifically raised in this proposal), as well as the submission of data and other relevant information.

Energy Conservation Program: Test Procedure for Circulator Pumps: The U.S. Department of Energy ("DOE") proposes to establish definitions, a test procedure, sampling and rating requirements, and enforcement provisions for circulator pumps. Currently, circulator pumps are not subject to DOE test procedures or energy conservation standards. DOE proposes a test procedure for measuring the circulator energy index for circulator pumps. The proposed test method references the relevant industry test standard. The proposed definitions and test procedures are based on the recommendations of the Circulator Pump Working Group, which was established under the Appliance Standards Rulemaking Federal Advisory Committee. DOE is seeking comment from interested parties on the proposal.

Renewable Fuel Standard (RFS) Program: RFS Annual Rules: Under section 211 of the Clean Air Act, the Environmental Protection Agency (EPA) is required to set standards every year to implement nationally applicable renewable fuel volume targets. This action proposes to modify the 2021 and 2022 statutory volume targets for cellulosic biofuel, advanced biofuel, and total renewable fuel, as well as to establish the 2022 volume target for biomass-based diesel. This action also proposes to modify the previously established cellulosic biofuel, advanced biofuel, and total renewable fuel volume requirements for 2020. In addition, this action proposes the 2020, 2021, and 2022 renewable fuel standards for all four of the above biofuel categories. Finally, this action also proposes to address the remand of the 2016 standard-setting rulemaking, as well as several regulatory changes to the Renewable Fuel Standard (RFS) program including regulations for the use of biointermediates to produce qualifying renewable fuel, flexibilities for regulated parties, and clarifications of existing regulations. Draft Decree implementing a number of articles of the Law on Environmental Protection: This Decree details several articles of the Law on Environmental Protection on the protection of environmental components; environmental zoning, strategic environmental assessment, environmental impact assessment; environmental license, environmental registration; environmental protection in production, business, service, urban, rural, and several fields; waste management; responsibility for recycling and handling discarded products and packages of producing or importing organizations and individuals; environmental monitoring; environmental information system and database; prevention and response to environmental incidents, compensation for environmental damage; economic tools and resources for environmental protection; State management, inspection, inspection and provision of online public services on environmental protection.

This Decree applies to agencies, organizations, communities, households, and individuals engaged in activities related to the contents mentioned above in the territory of the Socialist Republic of Vietnam.

QCVN 16:2011/BGTVT - National technical regulation on technical requirements and inspection methods for newly manufactured, assembled and imported Diesel locomotives: his draft technical regulation regulates quality, safety technical requirements and environment protection in inspection; approval of newly manufactured and imported diesel locomotives for using in national railway, dedicated railway connecting with national railway, and dedicated railway non-connecting with national railway but across residential area and urban railway networks. This draft technical regulation applies to all agencies, organizations and individuals involved in inspecting, managing, using railway vehicles. Regulations relating to the grading, packing, and marking of table olives intended for sale in the Republic of South Africa: The proposed regulations set minimum standards for the grading of table olives and prescribe the labelling of such products when presented for sale as well as the control system to ensure compliance to the standards. Food safety issues are excluded from the proposed regulations.

The proposed regulations also provide for the protection of the Geographical Indication table olives forming part of the Economic Partnership Agreement signed between the RSA and the EU.
