Energy Conservation Program: Energy Conservation Standards for Residential Dishwashers: Notice of proposed rulemaking and request for comment, public meeting via webinar on 8 June 2023 - The Energy Policy and Conservation Act, as amended ("EPCA"), prescribes energy conservation standards for various consumer products and certain commercial and industrial equipment, including dishwashers. EPCA also requires the U.S. Department of Energy ("DOE" or "the Department") to periodically determine whether more-stringent standards would be technologically feasible and economically justified and would result in significant energy savings. In this notice of proposed rulemaking ("NOPR"), DOE proposes amended energy conservation standards for dishwashers, and requests comment on these proposed standards and associated analyses and results.

Draft National technical regulation on collection, transport, recycled, reclaimed and handling of controlled substances: This draft technical regulation shall regulate the collection, transportation, storage, recycling, reclaim and disposal of ozone-depleting substances, causing greenhouse effects substances under the Montreal Protocol on substances that deplete substances (referred to as controlled substances) used in refrigeration and air-conditioning equipment (hereinafter referred to as "equipment") . The list of controlled substances is specified in the Circular No. 01/2022/TT-BTN MT dated 07 January, 2022 by the Minister of Natural Resources and Environment on guidelines for implementation of the Law on Environmental Protection regarding response to climate change. This draft technical regulation does not specify safety requirements in production and installation. The product is designed, manufactured, assembled and installed to comply with recognized safety requirements. This draft technical regulation will apply to agencies, organizations and individuals involved in the collection, transportation, storage, recycling, reclaim and disposal of controlled substances.

Draft Government Decree on inspection and certification of quality, technical safety and environmental protection for imported cars and imported components in accordance with international treaties signed by Viet Nam: This draft Decree stipulates the inspection and certification of quality, technical safety and environmental protection for imported automobiles and imported components in accordance with international treaties signed by Viet Nam, including: 1. European – Viet Nam Free Trade Agreement (EVFTA); 2. United Kingdom – Viet Nam Free Trade Agreement (UKVFTA). This draft Decree applies to importers and agencies, organizations and individuals involved in the management, inspection and certification of quality, technical safety and environmental protection of imported automobiles and imported components under international treaties to which Viet Nam is a signatory.

Draft Amendment 01:2023 of QCVN 109:2021/BGTVT to the National Technical Regulation on the fifth level of gaseous pollutants emissions for new assembled, manufactured and imported automobiles: This Draft Amendment of National Technical Regulation regulates the emission limits, exhausting test(s) and method(s), administration requirements and implementation of the fifth level of gaseous pollutants emissions in quality control of technical safety and environmental protection for new assembled, manufactured and imported motor vehicles. This Draft Amendment of National Technical Regulation applies to automobiles manufacturing and assembling establishments, enterprises that manufacture or import automobile components and organizations and agencies involved in the management, inspection and testing of automobiles and automotive parts.

Circular stipulating the inspection of quality, technical safety and environmental protection of railway vehicles: This draft Circular provides for the inspection and certification of quality, technical safety and environmental protection for equipment of railway vehicles in imported inspection and railway vehicles in manufactured, assembled, imported, converted, periodical inspection, in order to operate on national railways, urban railways, special-use railways with rails connected to national railways and special-use railways without rails with railways that passes through a residential area, intersects with a road. This draft Circular does not apply to equipment installed on railway vehicles imported in complete units. This draft Circular applies to organizations and individuals involved in the importation of railway vehicles equipment; the importation, manufacture, assembling, converting, repairing and exploiting railway vehicles operating on railway systems and organizations related to management, inspection and issuance of quality, technical safety and environmental protection certificates for equipment of railway vehicles and railway vehicles specified in Article 1 of this Circular. This draft Circular shall replace the Circular No. 29/2018/TT-BGTVT dated May 14, 2018 of the Minister of Transport on the inspection of quality, technical safety and environmental protection of railway vehicles.

Draft National technical regulation on safe work of refrigeration systems: This draft National Technical Regulation prescribes requirements on occupational health and safety in the design, manufacture, importation, purchase, ownership, installation, utilization, operation, maintenance, repair, recovery and disposal of refrigeration system (including new, expanded or renovated systems from existing or used ones, systems moved to and operated in another location; systems changing from one to another refrigerants), heat pumps, absorption systems with evaporating and condensing closed-loop refrigerants according to system classification in TCVN 6104-1:2015 using refrigerants of groups B1, B2 , B2L, B3, A2, A3 and group A1 (with a loaded amount of 05 kg and above), A2L (with a loaded amount of 05 kg and above) according to the safety classification in TCVN 6739:2015 This draft National Technical Regulation excludes the following: - Refrigeration systems that use water or air as the refrigerants.
